【摘要】：民航非法干擾行為,從宏觀上看,是一種人類社會發(fā)展過程中出現(xiàn)的“病態(tài)”(abnormal state)的社會現(xiàn)象；從微觀上看,是特定個人或組織群體的一種危害社會的行為。引發(fā)人類社會出現(xiàn)這種現(xiàn)象,致使人有如此行為的動因,就是民航非法干擾行為產生的原因。由于民航非法干擾行為的復雜性,對于非法干擾原因的認識也是十分困難的,認識民航非法干擾行為原因是分析非法干擾現(xiàn)象的必然結果,也是研究民航非法干擾現(xiàn)象和預防非法干擾的直接目的。通過研究,了解公眾對民航空防安全的感知,采取與之相適應的宣傳手段和安全舉措,變公眾被動遵守航空安保規(guī)章到全社會主動參與,全面預防和打擊民航非法干擾行為。民航非法干擾行為及防控機制研究對預防和控制民航非法干擾行為的發(fā)生,保障空防安全,維護社會正常秩序,促進社會健康發(fā)展具有重要意義。研究民航非法干擾行為規(guī)律,才能認識民航非法干擾行為原因,為防控工作機制的建立奠定基礎。民航非法干擾行為是一種復雜的內在社會矛盾綜合作用而外化的客觀物質運動形態(tài),它不同于其他領域的違法犯罪,具有本身的運動規(guī)律。民航非法干擾行為原因是民航非法干擾行為運動規(guī)律的一個重要方面。我們要認識影響制約民航非法干擾行為的各種社會現(xiàn)象與過程的相互關聯(lián),掌握其內在規(guī)律,才能為預防與控制民航非法干擾行為服務。研究民航非法干擾行為,是控制、預防其社會危害的前提。一切結果都離不開其產生的原因,弄清因果關系,才能制定有效的防控對策。研究民航非法干擾行為問題的本質就是為了預防和控制民航非法干擾行為所到來的社會危害,對于民航非法干擾行為的預防應該是一個巨大的社會工程,需要全社會的積極參與。
[Abstract]:The illegal interference behavior of civil aviation is a kind of "morbid" abnormal state phenomenon in the course of the development of human society from the macroscopic view, and from the microscopic point of view, It is a kind of behavior that harms the society of a particular individual or group of organizations. It causes this phenomenon in human society and causes the human being to act in such a way, which is the reason for the illegal interference of civil aviation. Because of the complexity of the illegal interference act of civil aviation, It is also very difficult to understand the causes of illegal interference. Understanding the causes of illegal interference in civil aviation is the inevitable result of analyzing the phenomenon of illegal interference, and is also the direct purpose of studying the phenomenon of illegal interference of civil aviation and preventing illegal interference. To understand the public perception of civil aviation air defense safety, to adopt appropriate publicity means and safety measures, and to change the public's passive compliance with aviation security regulations to the active participation of the whole society, Comprehensive study on the Prevention and Control of unlawful interference by Civil Aviation in order to ensure the Safety of Air Defence and maintain normal Social order, the study on the Prevention and Control of unlawful interference by Civil Aviation and the Prevention and Control Mechanism. It is of great significance to promote the healthy development of society. Only by studying the law of civil aviation illegal interference can we understand the causes of civil aviation illegal interference. It lays a foundation for the establishment of prevention and control mechanism. The illegal interference behavior of civil aviation is a kind of complex internal social contradiction and external objective material movement form, which is different from other fields of illegal and criminal activities. The cause of illegal interference is an important aspect of the law of civil aviation illegal interference. We should understand the interrelation of various social phenomena and processes that influence the illegal interference of civil aviation. Only by mastering its internal law, can we serve for the prevention and control of civil aviation illegal interference. The study of civil aviation illegal interference is the premise of controlling and preventing its social harm. To study the nature of the illegal interference behavior of civil aviation is to prevent and control the social harm of the illegal interference behavior of civil aviation.
