【摘要】：正預(yù)算法是財政領(lǐng)域的基本法律,有人稱之為"經(jīng)濟憲法",主要規(guī)定國家機關(guān)之間財政權(quán)力的配置,重點規(guī)范中央與地方、人大與政府、政府部門之間的關(guān)系。2014年8月31日,十二屆全國人大常委會第十次會議通過《關(guān)于修改〈中華人民共和國預(yù)算法〉的決定》,并重新頒布修改后的預(yù)算法,自2015年1月1日起施行。我們一定要認(rèn)真學(xué)習(xí)新法規(guī)定,全面理解新法內(nèi)容,準(zhǔn)確掌握新法精神,推動各級人大、政府、預(yù)算單位和全社會增強預(yù)算法治意識,自覺把新法的各項規(guī)定作為
[Abstract]:The positive Budget Law is the basic law in the field of finance. Some people call it the "Economic Constitution", which mainly stipulates the allocation of financial power among state organs, and focuses on standardizing the central and local governments, the people's congresses and the government. On August 31st 2014, the 10th session of the 12 NPC standing Committee adopted the decision on amending the Budget Law of the people's Republic of China. We must conscientiously study the provisions of the new law, fully understand the content of the new law, accurately grasp the spirit of the new law, and promote people's congresses and governments at all levels. Budget units and society as a whole should enhance their awareness of the rule of law in the budget and consciously regard the provisions of the new law as
