【摘要】："十三五"期間中國轉型發(fā)展的核心思路已然厘定于供給側結構性改革,具體到民生領域改革的關鍵在于提高公共產品供給的質量和效率。為效果付費債券通過結構化合同將社會資本和市場激勵、問責機制嵌套導入公共產品供給,創(chuàng)新建構了政府部門、私人部門和第三部門協(xié)同合作的新型公私伙伴關系,為我國公共產品供給改革乃至政府社會資本合作提供了一個可供選擇的路徑。在政府簡政放權提高效能、社會資本合作參與、社會治理更始鼎新的現(xiàn)實流變背景下,亟待基于域外實踐對其法律屬性、價值進行分析并直面現(xiàn)實研判其中國道路。
[Abstract]:"The core concept of the 13th Five-Year" during the transformation and development of Chinese has determined to supply side structural reforms, specific to the key areas of people's livelihood reform is to improve the quality and efficiency of public goods supply. To pay bond social capital and market incentives through structured contract, accountability mechanism into nested public goods supply, innovation and construction of government departments. A new public-private partnership cooperation of private sector and the third sector, provides an alternative path for China's reform of the supply of public goods and government social capital cooperation. To improve the efficiency of government decentralization, social capital to participate in the cooperation, the realistic background of social governance reform and reform of the flow, to the legal attribute of extraterritorial practice based on value analysis and face the reality of Chinese judged the road.
