【摘要】：為了讓人們的出行更加便利,網(wǎng)約車(chē)服務(wù)應(yīng)運(yùn)而生�！毒W(wǎng)絡(luò)預(yù)約出租汽車(chē)經(jīng)營(yíng)服務(wù)管理暫行辦法》(以下簡(jiǎn)稱(chēng)《暫行辦法》)將這種服務(wù)稱(chēng)為“網(wǎng)絡(luò)預(yù)約出租汽車(chē)經(jīng)營(yíng)服務(wù)”,是指依法構(gòu)建的以互聯(lián)網(wǎng)技術(shù)為依托的客運(yùn)市場(chǎng),這個(gè)服務(wù)平臺(tái)整合所需要的信息,拼接符合條件的駕駛員和乘客,提供網(wǎng)絡(luò)提前預(yù)約出租汽車(chē)服務(wù)的經(jīng)營(yíng)活動(dòng)。網(wǎng)約車(chē)服務(wù)是建立在信息技術(shù)發(fā)展和大數(shù)據(jù)技術(shù)平臺(tái)上的一個(gè)相對(duì)封閉的個(gè)人對(duì)個(gè)人的嶄新的的交通業(yè)態(tài),其能夠促成具有短暫且分散的供需意愿,以P2P平臺(tái)為供需雙方搭建交易的平臺(tái),而服務(wù)者從中收取一定的費(fèi)用,是一種O2O的商業(yè)模式,本質(zhì)上是一種新類(lèi)型的共享經(jīng)濟(jì)。其與傳統(tǒng)的出租行業(yè)存在著些許不同,在于網(wǎng)約車(chē)服務(wù)模式整合利用了收集到的閑散私家車(chē)信息,并利用互聯(lián)網(wǎng)技術(shù)和大數(shù)據(jù)調(diào)配這些資源,滿足了臨時(shí)性的分散雇傭與就業(yè)問(wèn)題,不光為人們的出行提供便利,更是降低了服務(wù)成本,提高了服務(wù)效率。當(dāng)然,任何事物都有其兩面性,對(duì)社會(huì)發(fā)展進(jìn)步來(lái)說(shuō),網(wǎng)約車(chē)是進(jìn)步的表現(xiàn),但自其出現(xiàn)以來(lái)一直遭受著各種詬病,如網(wǎng)約車(chē)服務(wù)平臺(tái)推行的補(bǔ)貼觸動(dòng)了傳統(tǒng)出租行業(yè)的利益,市場(chǎng)準(zhǔn)入資格,乘客的信息安全等問(wèn)題層出不窮。因此,明確其為新類(lèi)型的共享經(jīng)濟(jì)模式,并有針對(duì)性地制定相關(guān)法律、政策對(duì)其進(jìn)行規(guī)制,是必要的。

Of course, everything has its two sides, on the social development and progress, the network about cars is a sign of progress, but since it has been subjected to a variety of criticism, such as network about car service platform for the implementation of subsidies touched the traditional rental industry interests, market access qualification, information security problems emerge in an endless stream of passengers.
