【摘要】：《能源法》的制度設(shè)計(jì)是中國能源法律制度與其他法律制度相鏈接的起點(diǎn)與歸屬,直接決定中國能源法律制度績效與制度成本之比,決定中國能源法律的制度結(jié)構(gòu)�！赌茉捶ā窇�(yīng)以能源基本法定位立法,單行能源法只有根據(jù)《能源法》的法理和制度規(guī)則進(jìn)行制定或者梳理、修訂,才能成為能源法律體系的有機(jī)組成部分。
[Abstract]:The institutional design of the Energy Law is the starting point and ownership of the link between China's energy legal system and other legal systems, which directly determines the ratio between the performance of China's energy legal system and the cost of the system. To determine the institutional structure of China's energy laws. The Energy Law shall be legislated on the basis of the basic Law on Energy, and the single Energy Law shall be formulated or revised only in accordance with the legal principles and institutional rules of the Energy Law. To become an integral part of the energy legal system.
