【摘要】：根據(jù)CCS工程實施過程中各利益相關(guān)方的權(quán)力和利益特點建立權(quán)力利益解析矩陣,對其責(zé)任和義務(wù)及其關(guān)聯(lián)性進(jìn)行深度剖析。在此基礎(chǔ)上,對比分析歐盟、美國等發(fā)達(dá)國家CCS利益方政策,由此分析我國現(xiàn)有CCS項目利益方相關(guān)法律規(guī)定的特點、不足和缺失狀況。研究的政策含義:明確CCS利益相關(guān)方的責(zé)任和義務(wù)要求;建立資質(zhì)認(rèn)定和管理評價機制,完善CCS工程監(jiān)管體系;建立政策激勵機制,實現(xiàn)利益相關(guān)方多方共贏;完善工程信息披露機制。
[Abstract]:According to the power and interest characteristics of the stakeholders in the implementation of CCS project, the analysis matrix of power interests is established, and the responsibilities, obligations and their relevance are analyzed in depth. On this basis, this paper compares and analyzes the policies of CCS stakeholders in developed countries, such as EU, USA and so on, and then analyzes the characteristics, deficiencies and deficiencies of the relevant laws and regulations on the stakeholders of CCS projects in our country. The policy implications of the study: to clarify the responsibilities and obligations of CCS stakeholders; to establish a qualification identification and management evaluation mechanism to improve the CCS project supervision system; to establish a policy incentive mechanism to achieve a win-win situation for all stakeholders; We will improve the mechanism for disclosure of engineering information.
