【摘要】：最近海洋災(zāi)害及海洋事故災(zāi)難頻發(fā),威脅越來(lái)越大,引起國(guó)家和沿海地方人民政府對(duì)海洋突發(fā)性事件應(yīng)急處置的重視,不斷編制和完善地方相關(guān)預(yù)案。以上海為例研究省級(jí)海洋突發(fā)性事件應(yīng)急預(yù)案編制中存在的層級(jí)定位問(wèn)題�？疾閲�(guó)家與相關(guān)沿海省(市、自治區(qū))的實(shí)踐,分析結(jié)果認(rèn)為,沒(méi)有明確的標(biāo)準(zhǔn)來(lái)指導(dǎo)選擇專項(xiàng)應(yīng)急預(yù)案或部門應(yīng)急預(yù)案。地方人民政府根據(jù)其行政區(qū)域內(nèi)不同突發(fā)事件的頻次與危害程度選擇應(yīng)急預(yù)案的層級(jí)。一般采用省級(jí)部門應(yīng)急預(yù)案的形式,將不同類型分開(kāi)進(jìn)行編制;但當(dāng)預(yù)期的危害程度增大時(shí),選擇專項(xiàng)應(yīng)急預(yù)案的可能性則較大。
[Abstract]:Recently, marine disasters and marine accidents frequently occur, threatening more and more, causing the national and coastal local people's governments to pay attention to the emergency response to marine emergencies, and to constantly compile and improve the relevant local plans. Taking Shanghai as an example, this paper studies the problem of hierarchical positioning in the preparation of emergency plans for marine emergencies at the provincial level. After examining the practice of the country and the relevant coastal provinces (cities and autonomous regions), the analysis results show that there is no clear standard to guide the selection of special emergency plans or departmental emergency plans. The local people's government selects the level of emergency plan according to the frequency and harm degree of different emergencies in its administrative area. In general, the provincial department emergency plan is used to compile different types separately, but when the expected harm degree increases, the possibility of selecting special emergency plan is greater.
