【摘要】：隨著我國可再生能源發(fā)電產(chǎn)業(yè)規(guī)模的不斷擴大,可再生能源發(fā)電并網(wǎng)問題提上了國務院有關(guān)部門的立法議程。本文以我國可再生能源發(fā)電并網(wǎng)的法律問題研究為核心,首先梳理并闡述了我國可再生能源發(fā)電并網(wǎng)的基本情況,接著整理并分析了我國目前可再生能源發(fā)電并網(wǎng)有關(guān)的法律法規(guī)。在此基礎(chǔ)上,筆者提出了我國可再生能源發(fā)電并網(wǎng)擬通過立法解決的幾個重大問題及相應的立法建議。本文的創(chuàng)新之處在于,在充分調(diào)查分析我國可再生能源發(fā)電并網(wǎng)的現(xiàn)狀和存在問題的基礎(chǔ)上,通過分析我國及其他國家相關(guān)的法律制度的規(guī)定和立法經(jīng)驗,提出我國可再生能源發(fā)電并網(wǎng)急需通過法律重點解決的幾個問題和具體建議,以期為我國可再生能源發(fā)電并網(wǎng)立法提供參考。
[Abstract]:With the continuous expansion of renewable energy power generation industry in China, the issue of grid connection of renewable energy generation has been put on the legislative agenda of relevant departments of the State Council. This paper focuses on the study of the legal problems of the grid connection of renewable energy generation in China. Firstly, the basic situation of the grid connection of renewable energy generation in China is summarized and expounded. Then, the related laws and regulations of renewable energy power generation in China are analyzed. On the basis of this, the author puts forward several important problems to be solved by legislation in connection with renewable energy power generation in China and the corresponding legislative suggestions. The innovation of this paper is that, on the basis of full investigation and analysis of the current situation and existing problems of renewable energy generation in China, through the analysis of the regulations and legislative experience of relevant legal systems in China and other countries, This paper puts forward some problems and concrete suggestions which need to be solved urgently by law in order to provide a reference for the legislation of grid connection of renewable energy generation in China.
