【摘要】：從地球現(xiàn)狀來看,傳統(tǒng)能源的不可再生性,以及全球氣候變暖的趨勢,導(dǎo)致現(xiàn)今世界各國對環(huán)境保護的重點,已由傳統(tǒng)的環(huán)境保護,演進至環(huán)境保護前端的能源再生、再利用到后端得對于現(xiàn)有建筑物的利用中節(jié)能環(huán)保問題,本文中主要認(rèn)為建筑節(jié)能環(huán)保已成為全球不可逆轉(zhuǎn)的必然趨勢。在筆者認(rèn)為,由現(xiàn)行我國建筑節(jié)能相關(guān)的法規(guī)觀之,我國目前對于建筑節(jié)能力度還遠(yuǎn)遠(yuǎn)不足。與此同時的是,現(xiàn)行建筑物使用能耗大、造成的環(huán)境污染嚴(yán)重迫使我們不得不重視該項工作。為了促進我國建筑節(jié)能戰(zhàn)略的實施,完善我國建筑節(jié)能立法,本文選擇了從發(fā)達國家的建筑節(jié)能立法現(xiàn)狀進行分析,通過研究我國現(xiàn)行節(jié)能相關(guān)法律的比較,從完善我國現(xiàn)行建筑節(jié)能法律法規(guī)、制定相應(yīng)的市場激勵措施、提高民眾對于建筑節(jié)能的需求意識等方面,最后通過總結(jié)國外先進國家其立法理念為完善我國建筑節(jié)能立法提供參考與啟發(fā),推動建筑節(jié)能工作的開展。
[Abstract]:In view of the present situation of the earth, the non-renewable nature of traditional energy sources and the trend of global warming have led to the development of energy regeneration in the front end of environmental protection from the traditional environmental protection to the emphasis of environmental protection in various countries in the world. Energy saving and environmental protection in the use of existing buildings can be achieved by reusing the back end. In this paper, it is considered that building energy conservation and environmental protection has become an irreversible trend in the world. In the author's opinion, according to the current laws and regulations related to building energy conservation in our country, the strength of building energy saving is still far from enough. At the same time, because of the high energy consumption of buildings, the environmental pollution has forced us to pay more attention to this work. In order to promote the implementation of building energy conservation strategy and perfect the legislation of building energy conservation in China, this paper chooses to analyze the current situation of building energy conservation legislation in developed countries, and through the study of the comparison of relevant laws on energy conservation in our country. From the aspects of perfecting the current laws and regulations of building energy conservation in our country, formulating corresponding market incentives, and raising the awareness of the people's demand for building energy conservation, Finally, by summing up the legislative ideas of advanced countries in foreign countries, it provides reference and inspiration for perfecting the legislation of building energy conservation in our country, and promotes the development of building energy conservation work.
