【摘要】：德國《可再生能源法》是世界可再生能源立法領(lǐng)域的典范。在梳理德國《可再生能源法》演進問題的基礎(chǔ)上,從修訂的頻率、原因、內(nèi)容和效果等幾個角度總結(jié)了其在推動和保障可再生能源健康發(fā)展中呈現(xiàn)的主要特點。借鑒德國經(jīng)驗,對中國《可再生能源法》的下一步修訂工作提出若干建議:回應現(xiàn)實需求,及時修訂和完善《可再生能源法》、明確中國《可再生能源法》需要修訂的內(nèi)容、重視對《可再生能源法》實施效果的科學評估。
[Abstract]:Germany's Renewable Energy Act is a model in the field of renewable energy legislation in the world. On the basis of combing the evolution of Germany's Renewable Energy Law, this paper summarizes its main characteristics in promoting and ensuring the healthy development of renewable energy from the angles of frequency, reason, content and effect of revision. Referring to the experience of Germany, this paper puts forward some suggestions for the next revision of China's Renewable Energy Law: to respond to the actual demand, to revise and perfect the Renewable Energy Law in time, and to clarify the contents of the Chinese Renewable Energy Law to be revised. Attach importance to the scientific evaluation of the effect of the implementation of the Renewable Energy Law.
