【摘要】：本文回顧了我國(guó)30年來環(huán)境與資源法制建設(shè)的歷程,從通過法律確立市場(chǎng)信心和直接引導(dǎo)資金進(jìn)入環(huán)保領(lǐng)域等兩個(gè)方面分析了環(huán)境與資源法制建設(shè)對(duì)環(huán)保投資和環(huán)保產(chǎn)業(yè)發(fā)展的影響,并指出了當(dāng)前我國(guó)環(huán)境與資源保護(hù)法律在引導(dǎo)環(huán)保投資、促進(jìn)環(huán)保產(chǎn)業(yè)發(fā)展方面的不足及其根源。在此基礎(chǔ)上,從立法目標(biāo)、立法框架、法律制度和法律實(shí)施機(jī)制等四個(gè)方面提出了今后我國(guó)環(huán)保立法的目標(biāo)與方向。
[Abstract]:This paper reviews the history of the legal construction of environment and resources in China in the past 30 years. From two aspects of establishing market confidence through law and directly guiding funds into the field of environmental protection, this paper analyzes the impact of the legal construction of environment and resources on environmental protection investment and the development of environmental protection industries. At the same time, the paper points out the deficiency and root causes of the current environmental and resource protection laws in guiding environmental protection investment and promoting the development of environmental protection industry. On this basis, from the legislative objectives, legislative framework, The aim and direction of environmental protection legislation in China are put forward in four aspects: legal system and law enforcement mechanism.
