【摘要】：長期以來,以經(jīng)濟增長為主要考核指標的官員激勵機制使得沿海地方政府在大力發(fā)展本地經(jīng)濟的同時卻忽視了海洋環(huán)境陸源污染治理的重任。在此背景下,通過多項logistic回歸模型,對沿海地區(qū)地方官員晉升情況與地方經(jīng)濟發(fā)展水平、環(huán)境污染治理投入、陸源污染治理投入及其治理成效進行相關(guān)性檢驗,發(fā)現(xiàn)地方經(jīng)濟發(fā)展水平及環(huán)境污染治理投入與沿海地方官員的晉升存在顯著的相關(guān)性,而海洋陸源污染治理投入及治理成效與其晉升不存在顯著相關(guān)性。從政治晉升激勵的視角來看,造成此種結(jié)果主要有晉升激勵主體褊狹、缺乏實現(xiàn)治污激勵目標的專項投入及官員的有限任期制度導致治污過程中的短視行為等方面的原因。而實行晉升考核多元化、增加中央對地方的海洋陸源污染治理投入、晉升考核中納入海洋陸源污染治理指標、完善環(huán)境責任追溯機制是矯治這一問題的有效途徑。
[Abstract]:For a long time, the official incentive mechanism with economic growth as the main evaluation index makes the coastal local government vigorously develop the local economy while ignoring the important task of marine environment land-based pollution control. Through a number of logistic regression models, the promotion of local officials in coastal areas and the level of local economic development, environmental pollution control input. Land source pollution control investment and its effectiveness of the correlation test found that the level of local economic development and environmental pollution control investment and coastal local officials promotion has a significant correlation. However, there is no significant correlation between the input and effect of marine pollution control and its promotion. From the perspective of political promotion incentive, this result is mainly caused by the promotion incentive main body narrow. Lack of special investment to achieve the goal of pollution control incentive and limited tenure system of officials lead to short-sighted behavior in the process of pollution control. It is an effective way to correct this problem by increasing the central government's input to the local marine land-based pollution control, incorporating the marine land-based pollution control index into the promotion assessment, and perfecting the traceability mechanism of environmental responsibility.
