【摘要】：船舶壓載水在提高船舶安全性的同時也給海洋環(huán)境帶來了嚴(yán)重的甚至永久性的損害。而海洋環(huán)境的有機(jī)統(tǒng)一性和船舶世界航行的特點(diǎn),決定了國際社會只有通過廣泛的合作與協(xié)調(diào),才能防控船舶壓載水造成的海洋環(huán)境損害。本文論證了防控船舶壓載水造成海洋環(huán)境損害國際合作與協(xié)調(diào)的必要性和路徑選擇,進(jìn)一步研究了實(shí)現(xiàn)上述合作與協(xié)調(diào)的相應(yīng)機(jī)制,為我國應(yīng)對防控船舶壓載水造成海洋環(huán)境損害的國際合作與協(xié)調(diào)趨勢提出了建議。
[Abstract]:Ship ballast water not only improves the safety of ships, but also brings serious and even permanent damage to the marine environment. The organic unity of marine environment and the characteristics of ship world navigation determine that the international community can prevent and control the damage of marine environment caused by ship ballast water only through extensive cooperation and coordination. This paper demonstrates the necessity and path choice of international cooperation and coordination of marine environmental damage caused by ballast water of prevention and control ships, further studies the corresponding mechanism to realize the above cooperation and coordination, and puts forward some suggestions for China to deal with the international cooperation and coordination trend of marine environmental damage caused by ballast water of prevention and control ships.
