【摘要】：英國(guó)最近的移民法改革是整個(gè)英國(guó)移民政策緊縮的集中表現(xiàn),這次改革從技術(shù)上的改進(jìn)是它的突出特點(diǎn),具體來(lái)說(shuō),通過(guò)實(shí)行新的"記點(diǎn)積分制",一方面力圖簡(jiǎn)化以往繁雜的移民法案,另一方面設(shè)置更高的移民門(mén)檻。這一改革對(duì)從事技術(shù)含量較低的人員影響較大,使他們實(shí)現(xiàn)移民英國(guó)的夢(mèng)想更加難以實(shí)現(xiàn)。當(dāng)前,中國(guó)可以借鑒英國(guó)的移民法建設(shè)經(jīng)驗(yàn),加大高技術(shù)移民等重點(diǎn)方面的單行移民法規(guī)建設(shè),完善中國(guó)移民法律,為以后制定一部完整移民法做好準(zhǔn)備。
[Abstract]:Britain's recent immigration law reform is a concentrated manifestation of the tightening of immigration policy as a whole. This reform is a prominent feature of the technical improvement. Specifically, through the introduction of a new "score system", it tries to simplify the previous complicated immigration legislation on the one hand and set a higher immigration threshold on the other. This reform has a greater impact on less skilled people, making it more difficult for them to realize their dream of emigrating to the UK. At present, China can draw lessons from the experience of British immigration law construction, increase the construction of separate immigration laws and regulations in the key aspects of high-skilled immigration, improve the Chinese immigration law, and prepare for the formulation of a complete immigration law in the future.
