歐盟糧食補貼政策及其對中國啟示的研究
[Abstract]:Since the Doha Round was launched in 2001, member countries have been unable to reach consensus on agricultural subsidies, which is one of the reasons why the negotiations have stalled many times. The negotiations, which resumed in 2010, focused on high agricultural subsidies in developed countries, which directly affected agricultural exports from developing countries. While developing countries require developed countries to reduce agricultural subsidies, they should improve and construct their own agricultural policies. This paper takes the representative crop of agricultural products-grain as the object, and draws lessons from the successful grain subsidy policy of developed countries in order to perfect our country's grain subsidy policy and legal system. Study grain subsidy policy, the policy of EU and implement experience is worth drawing lessons from. When the European Community was founded in 1958, the European Union established a common agricultural policy in the Treaty of Rome. After many years of reform, the European Union has formed a more complete, including grain, agricultural subsidies policy. Through the research of EU grain subsidy policy and law, this paper tries to construct and perfect our country grain subsidy policy. In the first chapter, the research significance and purpose of this paper are put forward with the Doha Round negotiation as the research background. The second chapter introduces the concept of "yellow box" subsidy, "blue box" subsidy and "green box" subsidy, and the quantitative restriction to developed and developing countries, and explains the WTO regulations on agricultural product subsidy. The third chapter analyzes the specific content of EU grain subsidy policy. This paper discusses the content of price support, direct subsidy and environmental protection measures adopted by the European Union, and evaluates the legal nature and actual effect of these systems. The fourth chapter mainly discusses the history and present situation of China's grain subsidy system, and proposes to perfect the grain subsidy policy from the system content. The fifth chapter suggests that our country should standardize the grain subsidy system through legislation, and discuss the legislative principle, legislative form and legislative emphases. In the sixth chapter, the author proposes to adopt the reasonable system of EU, adopt the legal form, and perfect the grain subsidy system of our country from the content and quantity of grain subsidy system.
