中國海洋生態(tài)環(huán)境治理現(xiàn)代化的國際經(jīng)驗與啟示

【摘要】：海洋生態(tài)環(huán)境關(guān)系人類的生存和發(fā)展,然而隨著海洋產(chǎn)業(yè)的崛起和對海洋資源的不合理開發(fā),中國海洋生態(tài)環(huán)境形勢不容樂觀。國內(nèi)海洋生態(tài)治理起步較晚,治理成效不顯著,現(xiàn)行治理模式弊端突出、現(xiàn)代化程度不高。在"推進國家治理體系與治理能力現(xiàn)代化"政治理念不斷發(fā)展的背景下,中國應(yīng)吸收借鑒美國、日本、歐盟、東盟等主要海洋國家和地區(qū)的海洋生態(tài)環(huán)境治理經(jīng)驗,立足于本國海洋生態(tài)環(huán)境現(xiàn)狀和現(xiàn)行海洋管理體制機制存在的弊端,不斷完善海洋治理法律法規(guī)、政策體系,全力構(gòu)建相對完備的規(guī)劃體系,強化科學(xué)研究與科技創(chuàng)新,促進利益相關(guān)者積極參與海洋生態(tài)治理,加強區(qū)域合作,推進中國海洋生態(tài)治理體系與治理能力現(xiàn)代化。
[Abstract]:The marine ecological environment is related to the survival and development of human beings. However, with the rise of marine industry and the unreasonable exploitation of marine resources, the situation of marine ecological environment in China is not optimistic. Domestic marine ecological governance started late, the effect of governance is not significant, the current governance model is prominent, the degree of modernization is not high. Against the background of the continuous development of the political concept of "promoting the modernization of national governance systems and governance capabilities", China should absorb and learn from the experiences of major marine countries and regions such as the United States, Japan, the European Union, ASEAN and other major marine countries and regions in the governance of the marine ecological environment. Based on the present situation of marine ecological environment in our country and the shortcomings of the current marine management system, we should constantly perfect the laws, regulations and policies of ocean governance, build a relatively complete planning system, and strengthen scientific research and scientific innovation. To promote the stakeholders to actively participate in marine ecological governance, strengthen regional cooperation, and promote the modernization of China's marine ecological governance system and governance capacity.
