【摘要】：中國(guó)位于歐亞大陸東部，太平洋西岸，倚陸面海，是一個(gè)海陸兼?zhèn)涞膰?guó)家。隨著中國(guó)經(jīng)濟(jì)的不斷發(fā)展，對(duì)海外資源的需求量越來(lái)越大。從人類(lèi)發(fā)展的歷史來(lái)看，世界性大國(guó)的崛起無(wú)不與海洋有著密切的聯(lián)系。從地緣政治的角度來(lái)看，海洋為沿海大國(guó)提供了一定的戰(zhàn)略緩沖地帶，加大了戰(zhàn)略縱深的力度。可以說(shuō)誰(shuí)擁有了海洋，誰(shuí)就控制了整個(gè)世界。正因?yàn)楹Ｑ笕绱酥匾?quán)的維護(hù)就變得非常重要。 本文基于我國(guó)海權(quán)的特殊特點(diǎn)，采取了獨(dú)特的視角，采用文獻(xiàn)分析法和資料對(duì)比分析法，歸納法，力求從時(shí)間、空間和人地關(guān)系方面來(lái)準(zhǔn)確論述我國(guó)的海權(quán)及海上力量，為中國(guó)今后的海洋發(fā)展戰(zhàn)略提供一個(gè)新的方向。 現(xiàn)階段，我國(guó)的海洋權(quán)益面臨著嚴(yán)重的威脅，海上力量也發(fā)展不足。本文第一部分介紹了海權(quán)與海上力量的基本概念，幾種經(jīng)典的海權(quán)理論與中國(guó)領(lǐng)導(dǎo)人和學(xué)者對(duì)于我國(guó)海權(quán)的認(rèn)識(shí)。第二部分論述了我國(guó)海洋權(quán)益的具體方面以及海權(quán)的基本特征，在此基礎(chǔ)上分析了中國(guó)海權(quán)所面臨的挑戰(zhàn)。第三部分介紹了我國(guó)海權(quán)發(fā)展的核心，即海上力量的發(fā)展，，分析了我國(guó)海軍與世界主要海軍軍事力量的對(duì)比，尤其是我國(guó)第一艘航母平臺(tái)成功海試之后，提出了我國(guó)海上力量的發(fā)展方向，并就海權(quán)與海上力量的相關(guān)性進(jìn)行了分析。第四部分則是針對(duì)當(dāng)前的實(shí)際情況，提出了對(duì)我國(guó)海權(quán)發(fā)展戰(zhàn)略的參考對(duì)策。通過(guò)對(duì)我國(guó)海洋權(quán)益，海上貿(mào)易，海上控制能力及如何維護(hù)我國(guó)的海洋權(quán)益與發(fā)展海上力量等問(wèn)題進(jìn)行了一定程度的分析，得出我國(guó)需加強(qiáng)海上力量，來(lái)維護(hù)自身的合法權(quán)益。同時(shí)提出了新時(shí)期我國(guó)海權(quán)發(fā)展戰(zhàn)略的新思維，即轉(zhuǎn)變觀念，有所作為，把臺(tái)灣問(wèn)題作為我國(guó)海權(quán)戰(zhàn)略的重點(diǎn)，最大限度地維護(hù)國(guó)家利益。
[Abstract]:China lies in the east of Eurasia, the west coast of the Pacific Ocean, lying on land and sea, is a land and sea country. With the development of Chinese economy, the demand for overseas resources is increasing. From the history of human development, the rise of world powers is closely related to the ocean. From the geopolitical point of view, the sea provides a certain strategic buffer zone for the coastal powers, and strengthens the strategic depth. It can be said that whoever owns the sea controls the whole world. Because the sea is so important, the maintenance of sea power becomes very important. Based on the special characteristics of China's maritime rights, this paper adopts a unique perspective, uses the literature analysis method and the data contrast analysis method, induces the method, and tries to accurately discuss the maritime power and maritime power of our country from the aspects of time, space and human-land relations. To provide a new direction for China's marine development strategy in the future. At present, China's maritime rights and interests are facing serious threats, marine forces are also underdeveloped. The first part of this paper introduces the basic concepts of sea power and maritime power, several classical sea power theories and Chinese leaders' and scholars' understanding of China's sea power. The second part discusses the specific aspects of marine rights and interests in China and the basic characteristics of sea rights, on the basis of which the challenges faced by sea rights in China are analyzed. The third part introduces the core of China's maritime power development, namely, the development of maritime power, and analyzes the comparison between our navy and the major naval forces in the world, especially after the successful sea trial of the first aircraft carrier platform. The development direction of marine power in China is put forward, and the correlation between sea power and sea power is analyzed. The fourth part is aimed at the actual situation, and puts forward the reference countermeasures to the development strategy of China's sea power. Based on the analysis of China's maritime rights and interests, maritime trade, maritime control capacity, how to safeguard our maritime rights and interests and how to develop maritime power, it is concluded that China should strengthen its maritime power to safeguard its own legitimate rights and interests. At the same time, the paper puts forward the new thinking of the development strategy of China's sea power in the new period, that is, to change the concept, make some achievements, take the Taiwan issue as the key point of our country's sea power strategy, and safeguard the national interests to the maximum extent.
