【摘要】：2016年"南海仲裁案"后,隨著中國與東盟關(guān)系的進(jìn)一步發(fā)展以及"《南海各方行為準(zhǔn)則》框架"草案的達(dá)成,南海共同開發(fā)獲得了難得的機(jī)遇。同時(shí),南海共同開發(fā)也面臨其他南海聲索國與中國在南海進(jìn)行共同開發(fā)的政治意愿不強(qiáng)、文化同質(zhì)性不突出以及域外勢力的干擾等挑戰(zhàn)。中菲關(guān)系全面改善后,禮樂灘附近海域最有可能成為中菲兩國在南海進(jìn)行共同開發(fā)的"區(qū)塊",從而取得南海共同開發(fā)實(shí)質(zhì)性的突破。
[Abstract]:After the "South China Sea Arbitration case" in 2016, with the further development of the relationship between China and ASEAN and the conclusion of the draft "Code of Conduct of the parties in the South China Sea", the joint development of the South China Sea has gained a rare opportunity. At the same time, the joint development of the South China Sea is faced with the challenges of the political will of other South China Sea claimant countries and China's joint development in the South China Sea, the lack of cultural homogeneity and the interference of foreign forces. After the overall improvement of Sino-Philippine relations, the sea area near Li Le Tan is most likely to be a "block" for the joint development of China and the Philippines in the South China Sea, thus making a substantial breakthrough in joint development in the South China Sea.
