【摘要】：近年來,隨著中國改革開放的不斷深入和“走出去”戰(zhàn)略的實(shí)施,越來越多的中國公民走出國門。全球化進(jìn)程的不斷加快,海外安全問題呈現(xiàn)出傳統(tǒng)安全問題和非傳統(tǒng)安全威脅相互交織的局面。出國(境)人員和機(jī)構(gòu)不斷增加的同時,各類海外安全案件發(fā)生的幾率日益增大,中國公民在海外的總體安全形勢日趨嚴(yán)峻。 保證本國公民在海外的安全,是衡量一個國家是否強(qiáng)大的標(biāo)準(zhǔn)之一。領(lǐng)事保護(hù)作為保障公民海外安全的一種有效途徑逐漸為中國政府所高度重視。本文在對中國公民海外安全狀況和面臨的不安全因素進(jìn)行評述的同時,對新形勢下領(lǐng)事保護(hù)的概念進(jìn)行了一定修改,這也是本文的創(chuàng)新之處。筆者在對四川省現(xiàn)行公民海外安全保護(hù)機(jī)制加以分析的基礎(chǔ)上,對進(jìn)一步完善公民海外安全保護(hù)工作提出創(chuàng)新思路。這對于四川省加快發(fā)展,樹立良好的國際形象,更好的融入世界體系,有著十分重要的現(xiàn)實(shí)意義。 全文共分五章：第一章是緒論。第二章主要闡述中國公民的海外安全問題與領(lǐng)事保護(hù)的關(guān)系,包括海外不安全因素的類型、對領(lǐng)事保護(hù)的基本概念進(jìn)行一定的修改。第三章以四川省為例,分析四川省的領(lǐng)事保護(hù)案件特點(diǎn)、公民海外安全保護(hù)工作開展情況和現(xiàn)行公民海外安全保護(hù)機(jī)制存在的不足。第四章主要從借鑒發(fā)達(dá)國家經(jīng)驗(yàn)、危機(jī)管理的角度,論述開展公民海外安全保護(hù)工作的新思路。第五章就我國公民海外安全保護(hù)的建設(shè)方向提出建議。
[Abstract]:In recent years, with the deepening of China's reform and opening up and the implementation of the "going out" strategy, more and more Chinese citizens have gone abroad. With the acceleration of globalization, overseas security issues are intertwined with traditional security issues and non-traditional security threats. With the increasing number of overseas personnel and institutions, the probability of overseas security cases is increasing, and the overall security situation of Chinese citizens overseas is becoming increasingly serious. Ensuring the security of their citizens overseas is one of the criteria for the strength of a country. Consular protection as an effective way to protect citizens overseas has been attached great importance by the Chinese government. This paper reviews the overseas security situation of Chinese citizens and the unsafe factors they face, and at the same time modifies the concept of consular protection under the new situation, which is also the innovation of this paper. Based on the analysis of the current overseas security protection mechanism of citizens in Sichuan Province, the author puts forward innovative ideas for further improving the overseas security protection of citizens. It is of great practical significance for Sichuan to speed up its development, establish a good international image and better integrate into the world system. The full text is divided into five chapters: the first chapter is an introduction. The second chapter mainly expounds the relationship between the overseas security of Chinese citizens and consular protection, including the types of overseas unsafe factors, and modifies the basic concept of consular protection. The third chapter takes Sichuan Province as an example, analyzes the characteristics of consular protection cases in Sichuan Province, the development of overseas security protection of citizens and the shortcomings of the current mechanism of overseas security protection of citizens. The fourth chapter mainly discusses the new thinking of citizen overseas security protection from the perspective of crisis management from the experience of developed countries. The fifth chapter puts forward suggestions on the construction direction of overseas security protection of Chinese citizens.
