【摘要】：在目前全球處于能源危機的背景下,歐盟作為世界能源消費大戶出臺了一系列能源政策、法規(guī)。去年歐盟又公布了新的能源效率指令(2012/27/EU),歐盟這些政策、法律、指令在一定程度解決能源危機的同時也對他國構(gòu)成了一種新型的技術(shù)貿(mào)易壁壘,對中歐貿(mào)易產(chǎn)生了一系列負面影響。面對能源時代歐盟技術(shù)貿(mào)易壁壘的新發(fā)展,中國應(yīng)研究世界貿(mào)易組織及歐盟能源政策、法規(guī)和技術(shù)貿(mào)易壁壘的有關(guān)問題,積極尋找有效應(yīng)對措施。
[Abstract]:In the context of the global energy crisis, the EU has issued a series of energy policies and regulations as the largest consumer of energy in the world. Last year the European Union announced a new energy efficiency directive (2012/27/EU). The EU policies, laws, and instructions constituted a new technology to the country as well as the energy crisis to a certain extent. Trade barriers have had a series of negative impacts on China EU trade. Facing the new development of the EU's technical trade barriers in the energy era, China should study the issues related to the World Trade Organization and EU energy policies, regulations and technical barriers to trade, and actively seek effective measures.
