【摘要】：后冷戰(zhàn)時(shí)期,可持續(xù)發(fā)展的需求把"人的安全"置于核心地位,而頻發(fā)的跨域公共衛(wèi)生危機(jī)使衛(wèi)生安全成為全球治理的重大議題。全球衛(wèi)生安全的宗旨是捍衛(wèi)人類健康,重點(diǎn)是消除、防范和應(yīng)對(duì)各種能夠跨境傳播、嚴(yán)重危害公眾健康或具有潛在災(zāi)難性毀傷力的公共衛(wèi)生安全威脅,這些威脅主要是傳染病、抗菌素耐藥性、空氣污染和核生化事件。全球衛(wèi)生安全的立足點(diǎn)是主權(quán)國(guó)家的衛(wèi)生安全,國(guó)際政治失序、脆弱國(guó)家存在、財(cái)富分配失衡、地球退化與氣候變化,以及貿(mào)易過(guò)程中不安全的食品藥品等均是影響全球衛(wèi)生安全的重要因素。當(dāng)前,中國(guó)的發(fā)展任務(wù)艱巨繁重,衛(wèi)生安全危機(jī)四伏。中國(guó)必須從總體國(guó)家安全戰(zhàn)略高度定位衛(wèi)生安全,注重法治、科學(xué)與公眾教育,深化同國(guó)際社會(huì)所有行動(dòng)方的合作,為維護(hù)全球衛(wèi)生安全發(fā)揮更大作用。
[Abstract]:In the post-Cold War era, the demand for sustainable development has placed "human security" at the core, and the frequent cross-regional public health crisis has made health security a major issue of global governance. The purpose of global health security is to safeguard human health, with a focus on eliminating, preventing and responding to threats to public health that can spread across borders, seriously endanger public health or are potentially catastrophic, primarily infectious diseases, Antimicrobial resistance, air pollution, and nuclear and biochemical events. The foothold of global health security is the health security of sovereign states, international political disorder, the existence of fragile states, the imbalance of wealth distribution, the degradation of the planet and climate change. Unsafe food and drugs in the trade process are important factors affecting global health security. At present, China's development task is arduous, health and safety crisis. China must focus on health security from the overall national security strategy, pay attention to the rule of law, science and public education, deepen cooperation with all actors in the international community, and play a greater role in safeguarding global health security.
