【摘要】：對氣候公約締結(jié)25年來,主要發(fā)達(dá)國家向公約下五大資金機(jī)制的出資情況進(jìn)行了梳理;對各利益集團(tuán)的根本立場和博弈趨勢進(jìn)行了剖析;并借鑒蒙特利爾議定書多邊基金出資分?jǐn)偰Ｊ�、全球環(huán)境基金受援國資金分配模式,基于國家發(fā)展階段、歷史責(zé)任和經(jīng)濟(jì)水平三大指標(biāo)設(shè)計(jì)了氣候公約下主要發(fā)達(dá)國家出資分?jǐn)倷C(jī)制。結(jié)果表明:北歐國家在人均年出資量比較中處于領(lǐng)先位置;歐盟國家在氣候資金出資中的態(tài)度亦相對積極;傘形國家在氣候資金出資絕對量方面可觀,但仍無法與其在發(fā)達(dá)國家陣營中應(yīng)盡的責(zé)任相匹配。在公約下建立高效、公平、合理的發(fā)達(dá)國家氣候資金出資分?jǐn)倷C(jī)制,不僅可確保未來氣候資金的充分性和可預(yù)見性;更能夠提高發(fā)展中國家在資金議題下談判議價的科學(xué)性和話語權(quán),鞏固國家參與氣候變化談判戰(zhàn)略依托和理論基礎(chǔ)。
[Abstract]:In the 25 years since the conclusion of the UNFCCC, the contribution of the major developed countries to the five major financial mechanisms under the Convention has been combed, and the fundamental position and the game trend of the various interest groups have been analyzed. Drawing on the funding sharing model for the multilateral Fund of the Montreal Protocol and the Global Environment Facility recipient country allocation model, based on the national development phase, The three indexes of historical responsibility and economic level have designed the contribution mechanism of major developed countries under the UNFCCC. The results show that the Nordic countries are in the leading position in comparing the per capita annual contributions; the European Union countries are also relatively active in climate funding; the umbrella countries have considerable absolute amounts of climate funds. But it still fails to match its responsibilities in the developed world. The establishment of an efficient, fair and reasonable mechanism for the allocation of climate funds from developed countries under the Convention will not only ensure the adequacy and predictability of climate finance in the future; It can also improve the scientific nature and the right of the developing countries to negotiate and negotiate under the financing issue, and consolidate the strategic and theoretical basis of national participation in climate change negotiations.
