【摘要】：碳交易所得包括信用額簽發(fā)所得、配額發(fā)放所得和信用額、配額交易所得。碳交易所得界定爭(zhēng)議為存貨與無(wú)形資產(chǎn)之爭(zhēng),解決爭(zhēng)議的關(guān)鍵是碳定價(jià)機(jī)制。歐盟的碳定價(jià)機(jī)制深受政策影響,減排目標(biāo)優(yōu)于流通性訴求,碳價(jià)波動(dòng)趨平穩(wěn),所得宜界定為存貨。美國(guó)力主建立自由市場(chǎng)機(jī)制,其碳價(jià)受供求關(guān)系調(diào)整并通過(guò)期貨市場(chǎng)穩(wěn)定現(xiàn)貨市場(chǎng)價(jià)格,所得宜界定為無(wú)形資產(chǎn)。中國(guó)試點(diǎn)時(shí)期的碳定價(jià)機(jī)制主要依靠政策設(shè)置,碳價(jià)平穩(wěn)且市場(chǎng)流通性不高,所得宜界定為存貨。
[Abstract]:Income from carbon trading includes income from the issuance of credits, income from quota issuance and credits, and income from quota trading. Carbon trading income is defined as the dispute between inventory and intangible assets, and the key to resolve the dispute is carbon pricing mechanism. The European Union's carbon pricing mechanism is deeply influenced by the policy, the emission reduction target is better than the demand of circulation, and the carbon price fluctuates steadily, which should be defined as inventory. The United States advocates the establishment of a free market mechanism, and its carbon price is adjusted by supply and demand, and the spot market price is stabilized through the futures market, which should be defined as intangible assets. The carbon pricing mechanism in the pilot period in China mainly depends on the policy setting. The carbon price is stable and the market liquidity is not high. The income should be defined as inventory.
