【摘要】：港口國(guó)監(jiān)控的區(qū)域協(xié)調(diào)對(duì)維護(hù)海上航行安全和生態(tài)環(huán)境具有重要作用。21世紀(jì)海上絲綢之路的建設(shè)發(fā)展更離不開(kāi)亞太地區(qū)海上航行安全的保障。《東京備忘錄》自實(shí)施以來(lái)雖然取得了明顯成效,但自身仍潛藏著若干"不協(xié)調(diào)"因素,影響了亞太地區(qū)港口國(guó)監(jiān)控的區(qū)域協(xié)調(diào)水平。綜合分析可發(fā)現(xiàn)此種"不協(xié)調(diào)"有其深層原因,應(yīng)有針對(duì)性地結(jié)合區(qū)域特點(diǎn)并借鑒《巴黎備忘錄》中的有效做法,通過(guò)建立基金、完善規(guī)則的方法,進(jìn)一步提高亞太地區(qū)港口國(guó)監(jiān)控的區(qū)域協(xié)調(diào)水平。
[Abstract]:The construction of regional coordinated development of port state control to safeguard the safety of maritime navigation and the ecological environment plays an important role in the.21 century Maritime Silk Road, more cannot do without the Asia Pacific Maritime navigation safety protection. Tokyo memorandum > since the implementation has achieved remarkable results, but still lurks some "incongruity" factors, influence the coordination level of regional port state control in the Asia Pacific region. The comprehensive analysis can be found in the "coordination" has its deep reason, should be targeted according to the regional characteristic and referring to < > in the Paris memorandum of understanding on effective practices, through the establishment of the fund, perfect rules, to further improve the coordination level of regional port state control in the Asia Pacific region.
