【摘要】：在全球經(jīng)濟(jì)失衡的現(xiàn)在,中國經(jīng)濟(jì)實力卻在逐步增強(qiáng)。西方國家在煩惱于自身經(jīng)濟(jì)問題的同時也對中國的崛起產(chǎn)生了極大的畏懼。人民幣匯率問題成為西方國家指控中國經(jīng)濟(jì)威脅其國內(nèi)經(jīng)濟(jì)發(fā)展的熱門議題之一。2010年人民幣升值的外部壓力突然加大,美歐等西方國家以及某些國際組織紛紛要求中國采取更加靈活的人民幣匯率制度。本文擬從國際法律的規(guī)定和實際應(yīng)用入手,證明西方國家在人民幣匯率問題上對中國的指控是站不住腳的。 本文主體包括四個部分。第一部分是關(guān)于人民幣自產(chǎn)生以來經(jīng)歷的匯率制度,表明各個時期人民幣匯率制度對當(dāng)時中國經(jīng)濟(jì)情況的適應(yīng)。第二部分是針對西方國家所認(rèn)為的人民幣存在匯率操縱的問題,根據(jù)國際貨幣基金組織的相關(guān)規(guī)定來駁斥其觀點。第三部分是針對西方國家關(guān)于匯率操縱造成人民幣的低估構(gòu)成國際貨物貿(mào)易中的傾銷和補(bǔ)貼的觀點,逐條按照他們的依據(jù)進(jìn)行駁斥。第二三部分是本文最重要的部分。第四部分是人民幣匯率制度的展望,分析了人民幣升值對我國和全球經(jīng)濟(jì)的影響,確定我國今后前進(jìn)的方向。
[Abstract]:At a time of global economic imbalances, China's economic strength is growing. While the west is worried about its own economic problems, it is also a great fear of china's rise. The issue of the exchange rate of the renminbi has become an accusation by the west that china's economy is threatening its own country. One of the hottest issues in economic development. In 2010, the external pressure on the appreciation of the RMB suddenly increased. Western countries, such as the United States and Europe, and some international organizations have demanded that China adopt a more flexible RMB exchange rate regime. Proof that Western accusations against China over the yuan are untenable. This paper consists of four parts. The first part is about the exchange rate regime experienced by RMB since its birth. It shows that the RMB exchange rate regime adapted to the economic situation in China at that time. The second part is aimed at the problem that the western countries believe that the RMB has exchange rate manipulation. The third part is aimed at Western countries' view that the undervaluation of the renminbi caused by currency manipulation constitutes dumping and subsidies in international trade in goods. The third part is the most important part of this paper. The fourth part is the prospect of RMB exchange rate regime, analyzes the impact of RMB appreciation on China and the global economy, and determines the future direction of our country.
