【摘要】：禮樂灘位于南沙群島東北,由于蘊藏有豐富的油氣資源,故成為中菲南海爭議的焦點。菲律賓早在20世紀70年代就引進外國石油公司,對禮樂灘的油氣資源進行單邊開發(fā),近年來又將之劃成區(qū)塊進行招標。2012年,菲律賓菲萊克斯石油公司總裁邦義禮南因資金與安全問題,提議引進中國海洋石油公司在禮樂灘"72號合同區(qū)"聯(lián)合進行開發(fā),但后來因菲方在合同中增加了聯(lián)合"開墾協(xié)議",要求中方承認菲律賓對禮樂灘"擁有主權(quán)"而遭到中方的拒絕,導致雙方談判未見成效。此次談判破裂預示,中菲在禮樂灘"共同開發(fā)"的前景很不樂觀,其可能性微乎其微。
[Abstract]:Li Le Tan is located in the northeast of Nansha Islands. Because of its abundant oil and gas resources, it has become the focus of dispute between China and the Philippines in the South China Sea. As early as 1970s, the Philippines introduced foreign oil and gas companies to unilaterally exploit the oil and gas resources of Li Le Tan. In recent years, it has been divided into blocks for bidding. In 2012, the president of Philippine Felix Oil Company, Bonnie Learnan, proposed to introduce CNOOC to jointly develop the "72 contract area" in Lile Tan due to financial and safety problems. But China later refused to accept the Philippines' refusal to add a joint "reclamation agreement" to the contract, asking China to recognize the Philippines'"sovereignty" over the beach, leading to ineffective negotiations. The breakdown of the talks foreshadowed. The prospect of "joint development" between the Philippines and the Philippines is far from optimistic, with little possibility.
