【摘要】：二十一世紀(jì)國家之間的爭奪越來越集中于水資源，國際河流蘊(yùn)含著豐富的淡水資源，但是由于人為和自然的原因，國際河流水資源的數(shù)量減少，水質(zhì)惡化，洪水頻發(fā)，水生態(tài)系統(tǒng)遭到嚴(yán)重破壞，因此國際河流相關(guān)國家密切合作，加強(qiáng)對河流的管理迫在眉睫。 文章通過歸納總結(jié)和比較研究的方法書寫，共分為四個(gè)部分。第一部分是對國際河流管理的概述，詳細(xì)敘述國際河流的內(nèi)涵和外延，比較與其他相關(guān)概念之間的關(guān)系。第二、三部分通過列舉具體的國際河流案例和國際河流國際法律文件，細(xì)致分析其中存在的不足以及先進(jìn)管理經(jīng)驗(yàn)。第四部分講述中國國際河流管理的現(xiàn)狀以及存在的問題，借鑒外國其他國際河流成功的管理經(jīng)驗(yàn)，結(jié)合我國國際河流的實(shí)際情形，完善我國國際河流管理體系。 以往研究國際河流管理大多是從水資源專業(yè)和技術(shù)管理的角度研究，而本文的不同之處在于，主要是從國際法的角度探討國際河流管理的實(shí)踐和理論問題。通過細(xì)致分析其他國際河流成功管理經(jīng)驗(yàn)以及未來國際河流管理的發(fā)展趨勢，針對我國國際河流管理中切實(shí)存在的問題，提出解決意見，借以完善我國國際河流的管理體制，健全我國國際河流法律制度，，適應(yīng)國際河流開發(fā)和管理的發(fā)展趨勢。
[Abstract]:In 21th century, the competition between countries was more and more concentrated on water resources. International rivers contained abundant fresh water resources. However, due to man-made and natural reasons, the amount of international river water resources decreased, the water quality deteriorated, and floods occurred frequently. Water ecosystem has been seriously damaged, so international river-related countries cooperate closely to strengthen river management. This paper is divided into four parts by summarizing and comparing the methods of research. The first part is an overview of international river management, including the connotation and extension of international river, the relationship between comparison and other related concepts. By enumerating specific cases of international rivers and international legal documents of international rivers, the third part analyzes in detail the shortcomings and advanced management experience in the international river management. Part 4th describes the current situation and problems of international river management in China. Based on the successful management experience of other international rivers in foreign countries and the actual situation of international rivers in China, the management system of international rivers in China is improved. In the past, most of the research on international river management was from the perspective of water resources professional and technical management, but the difference of this paper is that, Mainly from the perspective of international law, this paper discusses the practical and theoretical problems of international river management. Through careful analysis of the successful management experience of other international rivers and the development trend of international river management in the future, In view of the problems existing in the management of international rivers in China, some suggestions are put forward to improve the management system of international rivers in China, perfect the legal system of international rivers of our country, and adapt to the development trend of international river development and management.
