【摘要】：碳關(guān)稅是歐美發(fā)達(dá)國家設(shè)計(jì)的由該國海關(guān)對(duì)某些特定國家或地區(qū)的高耗能進(jìn)口產(chǎn)品征收的二氧化碳排放關(guān)稅。如果歐美開征碳關(guān)稅,將極大地沖擊中國企業(yè)對(duì)歐美市場(chǎng)的出口,使中國對(duì)外貿(mào)易和國內(nèi)經(jīng)濟(jì)發(fā)展面臨困境。盡管中國政府已經(jīng)明確反對(duì)歐美開征碳關(guān)稅,但由于碳關(guān)稅在國際上是一個(gè)爭(zhēng)議很大的問題,反對(duì)者與支持者都能從國際多邊協(xié)議中找到相應(yīng)的理由,而且利用世界貿(mào)易組織爭(zhēng)端解決機(jī)制對(duì)抗征收碳關(guān)稅,是否能勝訴,也存在很大的不確定性。因此,中國在反對(duì)歐美征收碳關(guān)稅的同時(shí),也有必要對(duì)碳關(guān)稅可能給中國造成的影響進(jìn)行評(píng)估,并研究應(yīng)對(duì)策略。
[Abstract]:Carbon tariff is a carbon dioxide emission tariff designed by developed countries in Europe and the United States. If the United States and the United States impose carbon tariffs, it will greatly impact the exports of Chinese enterprises to the European and American markets. China's foreign trade and domestic economic development are facing difficulties. Although the Chinese government has clearly opposed the imposition of carbon tariffs by Europe and the United States, because carbon tariffs are a highly controversial issue in the international community, Both opponents and supporters can find corresponding reasons from international multilateral agreements, and there is considerable uncertainty about whether the World Trade Organization dispute settlement mechanism can be used to combat the imposition of carbon tariffs. While China opposes carbon tariffs in Europe and the United States, it is also necessary to assess the possible impact of carbon tariffs on China and to study strategies to deal with them.
