【摘要】：自我國加入WTO以來,我國進(jìn)出口貿(mào)易得到迅速發(fā)展,名符其實(shí)地成為拉動國民經(jīng)濟(jì)增長的“三駕馬車”之一,然而隨著我國國際貿(mào)易額的不斷增加和國際市場競爭的日益激烈,對我國提起的反傾銷、反補(bǔ)貼調(diào)查越來越多,嚴(yán)峻的“雙反”形勢使我國經(jīng)濟(jì)遭受了重大損失。在應(yīng)對“雙反”調(diào)查中,政府、企業(yè)、行業(yè)協(xié)會是我國應(yīng)對“雙反”調(diào)查的三大主體,而行業(yè)協(xié)會具有的自身優(yōu)勢是緩解我國“雙反”形勢重要途徑,因此發(fā)揮行業(yè)協(xié)會在反傾銷、反補(bǔ)貼當(dāng)中的作用,是解決我國貿(mào)易爭端的重要舉措。 我國特有的行業(yè)協(xié)會形成體制,使行業(yè)協(xié)會自身存在許多問題,這直接限制了行業(yè)協(xié)會優(yōu)勢地位的發(fā)揮。通過對我國行業(yè)協(xié)會的管理模式、法律地位及具體作用現(xiàn)狀的考查,分析了我國行業(yè)協(xié)會存在的問題及造成這些問題的原因,在此基礎(chǔ)上,通過對美國行業(yè)協(xié)會管理模式和具體作用的考查,借鑒美國行業(yè)協(xié)會的成功經(jīng)驗(yàn),研究出一套完善行業(yè)協(xié)會自身功能和具體應(yīng)對“雙反”調(diào)查的策略,為緩解“雙反”調(diào)查形勢提供可靠參考。
[Abstract]:Since China's entry into the WTO, China's import and export trade has developed rapidly, and has become one of the "troika" that drives the growth of the national economy. However, with the continuous increase of international trade volume and the increasingly fierce competition in the international market, more and more anti-dumping and countervailing investigations have been initiated against China. The severe situation of "double reaction" has caused our country's economy to suffer great losses. In dealing with the investigation of "double reaction", the government, enterprises and trade associations are the three main bodies of our country to deal with the investigation of "double reaction". The advantages of trade associations are an important way to alleviate the situation of "double opposition" in China, so it is an important measure to solve trade disputes in China to give full play to the role of trade associations in anti-dumping and countervailing. China's unique trade associations form a system, which makes the industry associations have many problems, which directly limits the advantage of trade associations. Through the management of China's trade associations. The current situation of the legal status and specific role of the examination, analysis of the problems of China's industry associations and the causes of these problems, on the basis of this, through the examination of the management model and specific role of American trade associations. Based on the successful experience of American trade association, this paper studies a set of strategies to perfect the function of trade association and to deal with the investigation of "double reaction", which provides a reliable reference for alleviating the situation of "double reaction" investigation.
