【摘要】：21世紀是海洋的世紀,海洋話語權(quán)對于主權(quán)國家的生存和發(fā)展極其重要。2014年發(fā)生的"海洋石油981"鉆井平臺事件,折射出中國海洋話語權(quán)的相對不足。在這一事件中,周邊國家的政府和民眾不尊重中國合理合法的海洋權(quán)益,通過比較暴力的方式破壞中國的采油設(shè)施;美國等域外大國通過媒體聲援越南,通過直接的軍事介入為中國的周邊安全維護設(shè)置障礙。為了有效應(yīng)對此類事件,中國政府和民眾需要在思想意識和政策行動上不斷努力。通過國家實力的增強和國家戰(zhàn)略的完善,努力構(gòu)建和提升中國的海洋話語能力,增強中國海洋話語權(quán)。
[Abstract]:The 21st century is the century of the ocean , and the right of maritime discourse is of great importance to the survival and development of sovereign countries . In 2014 , the government and people of the surrounding countries do not respect China ' s legitimate legal interests and set up obstacles to the security maintenance of China . In order to effectively respond to such incidents , the Chinese government and the people need to continue their efforts in ideology and policy action . In order to effectively respond to such incidents , the Chinese government and the people need to work continuously in ideology and policy action . Through the strengthening of national strength and the improvement of national strategies , efforts are made to build and enhance China ' s maritime discourse capacity and enhance China ' s maritime discourse right .
