【摘要】：正 各省、自治區(qū)、直轄市建委(建設(shè)廳),計(jì)劃單列市建委,試點(diǎn)企業(yè)所在城市建委,各試點(diǎn)企業(yè):根據(jù)國務(wù)院關(guān)于開展現(xiàn)代企業(yè)制度試點(diǎn)工作的部署和要求,結(jié)合房地產(chǎn)業(yè)的實(shí)際情況,建設(shè)部確定了一批試點(diǎn)工作,現(xiàn)根據(jù)黨的十四屆三中全會的《決定》和國務(wù)院建立現(xiàn)代化企業(yè)制度試點(diǎn)工作會議的精神以及《公司法》等法規(guī),結(jié)合房地產(chǎn)業(yè)的特點(diǎn),提出如下指導(dǎo)意見。一、試點(diǎn)的目的通過二年左右的努力,把試點(diǎn)企業(yè)改建為產(chǎn)權(quán)清晰、權(quán)責(zé)明確、政企業(yè)分開、管理科學(xué)的現(xiàn)代企業(yè),成為面向國際、國內(nèi)兩個(gè)市場的法人實(shí)體和合格的市場競爭主體,為房地產(chǎn)行業(yè)的企業(yè)改革提供有益的經(jīng)驗(yàn)。
[Abstract]:The construction committees of all provinces, autonomous regions and municipalities directly under the Central Government (construction departments, municipal construction committees separately listed in the plan, the municipal construction committees where the pilot enterprises are located, and the pilot enterprises: according to the arrangements and requirements of the State Council concerning the pilot work of the modern enterprise system,In light of the actual situation of the real estate industry, the Ministry of Construction has decided on a number of pilot projects. According to the "decision" of the third Plenary session of the 14th CPC Central Committee, the spirit of the State Council meeting on the establishment of a modern enterprise system and the spirit of the "Company Law", etc.Combined with the characteristics of the real estate industry, put forward the following guidance.First, the purpose of the pilot project is to transform the pilot enterprise into a modern enterprise with clear property rights, clear powers and responsibilities, separate government and enterprises, and scientific management through about two years of efforts to turn the pilot enterprise into an international one.The legal entities and qualified market competitors in the two domestic markets provide useful experience for the enterprise reform in the real estate industry.
