【摘要】：推動省以下地方檢察院人財物統(tǒng)一管理,將對地方檢察院與地方人大的關(guān)系帶來重大影響。為此,需要從堅持人大領(lǐng)導下的"一府兩院"架構(gòu)、堅持司法獨立原則、堅持黨管干部原則以及完善配套制度等方面,對地方檢察院與人大的關(guān)系重新進行思考。要改革檢察人事任命體制,落實"統(tǒng)一提名、黨委審批、人大任免"的制度安排;盡快建立"地方足額上繳,中央統(tǒng)籌預算,系統(tǒng)層層下?lián)?的財政保障體制,經(jīng)費由省級檢察院統(tǒng)一提請省級人大批準。
[Abstract]:Promoting the unified management of people's property and property of local procuratorates under provincial level will have a great impact on the relationship between local procuratorates and local people's congresses. Therefore, it is necessary to reconsider the relationship between the local procuratorate and the people's Congress from the aspects of adhering to the framework of "one government, two courts" under the leadership of the people's Congress, upholding the principle of judicial independence, adhering to the principle of party management of cadres and perfecting the supporting system. It is necessary to reform the appointment system of procuratorial personnel and implement the system of "unified nomination, examination and approval by the Party committee, appointment and removal by the people's Congress"; As soon as possible, we will set up a financial guarantee system of "turning in the local people's Congress in full, the central planning budget as a whole, and systematically allocating the funds to the provincial people's congresses."
