【摘要】：隨著社會(huì)的發(fā)展科技的進(jìn)步，特別是信息技術(shù)的高速發(fā)展，人類已經(jīng)步入信息化社會(huì)，信息化逐漸轉(zhuǎn)變成一種生活方式滲透到每一個(gè)角落。監(jiān)獄作為國(guó)家的刑罰執(zhí)行機(jī)關(guān)，擔(dān)負(fù)著執(zhí)行刑罰、懲罰和改造服刑人員、預(yù)防和減少犯罪、維護(hù)社會(huì)穩(wěn)定的重要職責(zé)。在當(dāng)前日益復(fù)雜多變的社會(huì)環(huán)境和執(zhí)法環(huán)境下，工作要求不斷提升，為了更好的實(shí)現(xiàn)監(jiān)獄職能，信息技術(shù)越來(lái)越多的運(yùn)用到監(jiān)管改造工作。近年來(lái)監(jiān)獄信息化建設(shè)突飛猛進(jìn)，為監(jiān)獄工作的創(chuàng)新發(fā)展提供了強(qiáng)有力的推動(dòng)。然而在監(jiān)獄信息化進(jìn)程中往往致力于獨(dú)立安防管控系統(tǒng)的建設(shè)，缺乏各獨(dú)立安防系統(tǒng)之間的整合與共享，重防控、輕整合，重建設(shè)、輕共享的現(xiàn)象十分普遍，信息化管理難以實(shí)現(xiàn)突破性進(jìn)展。本文結(jié)合當(dāng)前監(jiān)獄信息化管理發(fā)展的困境，通過(guò)對(duì)監(jiān)獄信息化以及信息化管理相關(guān)文獻(xiàn)的研究，以及對(duì)S監(jiān)獄信息化管理的概況分析，，發(fā)現(xiàn)當(dāng)前監(jiān)獄信息共享存在的障礙因素，分析提出當(dāng)前監(jiān)獄信息共享的需求。以問(wèn)題與需求為導(dǎo)向，以互聯(lián)互通共享的信息共享模式為目的，建立監(jiān)獄信息共享的評(píng)測(cè)標(biāo)準(zhǔn)，提出完善監(jiān)獄信息共享的思路與對(duì)策，更好的實(shí)現(xiàn)監(jiān)獄職能，提高監(jiān)獄管理績(jī)效，維護(hù)社會(huì)的平安穩(wěn)定。
[Abstract]:With the development of science and technology, especially the rapid development of information technology, human beings have stepped into an information society, and informatization has gradually changed into a way of life to permeate every corner. As the national penalty enforcement organ, the prison takes on the important responsibility of carrying out punishment, punishing and reforming prisoners, preventing and reducing crime, and maintaining social stability. In the current increasingly complex and changeable social environment and law enforcement environment, the requirements of the work continue to improve, in order to better achieve the prison function, information technology is more and more used in the reform of supervision. In recent years, the construction of prison information has made rapid progress, which provides a powerful impetus for the innovation and development of prison work. However, in the process of prison informatization, the construction of independent security management and control system is often committed, and the phenomenon of lack of integration and sharing among the independent security control systems, emphasizing prevention and control, light integration, heavy construction and light sharing is very common. Information management is difficult to achieve breakthrough progress. This paper combines the predicament of the development of the current prison information management, through the research of the prison information and the information management related literature, and the general situation analysis of S prison information management, finds out the obstacle factors of the current prison information sharing. The requirement of information sharing in prison is analyzed and put forward. Taking problem and demand as the guidance, taking the information sharing mode of interconnection and sharing as the purpose, establishing the evaluation standard of the prison information sharing, putting forward the thought and countermeasure of perfecting the prison information sharing, so as to realize the prison function better. Improve prison management performance and maintain social peace and stability.
