【摘要】：正社會(huì)轉(zhuǎn)型期,各種社會(huì)矛盾糾紛日漸凸顯、疊加、激化,大有進(jìn)一步發(fā)展的趨勢(shì)。公權(quán)力解決這些問(wèn)題的社會(huì)成本越來(lái)越高,效用有限。盡快構(gòu)建科學(xué)、系統(tǒng)、完整的非公權(quán)力矛盾糾紛解決機(jī)制,是我們面臨的一個(gè)十分重大的理論和實(shí)踐問(wèn)題,也是進(jìn)行社會(huì)管理創(chuàng)新的應(yīng)有之意。創(chuàng)新非公權(quán)力矛盾糾紛解決機(jī)制主要應(yīng)當(dāng)包括以下幾方面。(一)發(fā)揚(yáng)光大民間調(diào)解。大力發(fā)揚(yáng)民間調(diào)解這種帶有強(qiáng)烈本土化色彩的社會(huì)治理方式,既有現(xiàn)實(shí)需求,又有歷史經(jīng)驗(yàn),對(duì)完善我國(guó)社會(huì)治理方式,
[Abstract]:In the period of social transformation, all kinds of social contradictions and disputes are becoming prominent, superimposed and intensified, and have a tendency of further development. The public power solves these problems the social cost is higher and higher, the utility is limited. It is a very important theoretical and practical problem for us to construct a scientific, systematic and complete mechanism for resolving non-public power contradictions and disputes as soon as possible, and it is also the proper meaning of social management innovation. The innovation of non-public power dispute settlement mechanism should include the following aspects. (1) carry forward folk mediation. To vigorously carry forward the folk mediation as a social governance mode with a strong local color, it has both realistic needs and historical experience, which will improve the way of social governance in our country.
