【摘要】：防范案件分配中的不當(dāng)干預(yù),是貫徹落實(shí)領(lǐng)導(dǎo)干部及司法機(jī)關(guān)內(nèi)部人員干預(yù)司法活動(dòng)責(zé)任追究的重要環(huán)節(jié)。文章認(rèn)為,案件分配應(yīng)注重當(dāng)事人、法院、法官與媒體的"四元力量制衡",堅(jiān)持"分案隨機(jī)、公開公示、兼顧效率、當(dāng)事人參與"四原則,建立"黨組領(lǐng)導(dǎo)下法官治院"、建立法官輕微失范行為信用檔案制、簡化流程明確歸口部門等程序。
[Abstract]:The prevention of improper intervention in the distribution of cases is an important link in carrying out the responsibility of leading cadres and judicial internal personnel for interfering in judicial activities. The article holds that the distribution of cases should pay attention to the parties, the courts, The "quaternion power checks and balances" between judges and the media, adhering to the four principles of "dividing cases randomly, publicizing them openly, giving consideration to efficiency, taking into account the participation of the parties", establishing "judges ruling the court under the leadership of the Party group", and establishing a credit file system for judges' minor misconduct. Simplify the process to clarify the department and other procedures.
