【摘要】：隨著服刑人員權(quán)利保護(hù)意識(shí)以及社會(huì)關(guān)注度的提高,檢察機(jī)關(guān)對(duì)服刑人員投訴處理的檢察監(jiān)督工作也面臨挑戰(zhàn)。調(diào)查顯示,實(shí)踐中存在服刑人員投訴意愿不強(qiáng)、駐監(jiān)檢察監(jiān)督的職能發(fā)揮有限、服刑人員投訴的協(xié)同處理主體有限、對(duì)投訴處理滿意度不高等問(wèn)題。應(yīng)明晰檢察機(jī)關(guān)在服刑人員投訴處理機(jī)制中的定位;科學(xué)梳理服刑人員投訴處理的流程,構(gòu)建規(guī)范的檢察監(jiān)督運(yùn)行體系;加強(qiáng)刑事執(zhí)行檢察監(jiān)督專業(yè)能力的培訓(xùn);理順刑事執(zhí)行檢察管理體制,優(yōu)化檢察監(jiān)督內(nèi)外運(yùn)行環(huán)境等。
[Abstract]:With the improvement of the awareness of the protection of the rights of the prisoners and the social concern, the procuratorial supervision of the handling of the complaints by the procuratorial organs is also facing challenges. The investigation shows that there is a weak willingness of the prisoners to complain in practice. The functions of procuratorial supervision in prison are limited, the main body of cooperative handling of complaints of prisoners is limited, the satisfaction of handling complaints is not high, and the position of procuratorial organs in the mechanism of handling complaints of prisoners should be clarified. Scientifically comb the process of handling complaints of prisoners, build a standardized procuratorial supervision operation system; strengthen the professional ability of criminal execution procuratorial supervision training; straighten out the procuratorial management system of criminal execution, optimize the internal and external operating environment of procuratorial supervision, and so on.
