【摘要】： 公路是影響人們生存發(fā)展的基礎(chǔ)設(shè)施之一,缺少了道路的生活將是緩速和閉塞的。高速公路作為公路發(fā)展到一定階段的產(chǎn)物,成為衡量一個國家現(xiàn)代化發(fā)展程度的標(biāo)志。隨著高速公路建設(shè)步伐的不斷邁進(jìn),我國已經(jīng)成為僅次于美國,擁有近6.03萬公里高速公路的國家。但是在隨著經(jīng)濟(jì)的不斷向前邁進(jìn),我國高速公路在發(fā)展過程中逐漸體現(xiàn)出了諸如收費(fèi)標(biāo)準(zhǔn)過高、服務(wù)質(zhì)量較差等問題。究其深層次的原因,筆者認(rèn)為是監(jiān)管不到位的原因。為了使高速公路行業(yè)達(dá)到資源配置合理化和社會福利最大化的雙重目標(biāo),需要政府出面對高速公路行業(yè)進(jìn)行有針對性的監(jiān)管。研究高速公路行業(yè)的有效監(jiān)管機(jī)制,將合理的監(jiān)管機(jī)制上升為正式的制度安排,使監(jiān)管制度法制化和規(guī)范化具有現(xiàn)實的重要意義。 本文從高速公路監(jiān)管的一般性理論入手,對高速公路的市場準(zhǔn)入監(jiān)管、價格監(jiān)管、服務(wù)質(zhì)量監(jiān)管等一般理論性監(jiān)管做了比較詳細(xì)的分析。并對我國當(dāng)前高速公路監(jiān)管現(xiàn)狀進(jìn)行了評述,參照西方發(fā)達(dá)國家的先進(jìn)經(jīng)驗,針對我國高速公路監(jiān)管改革目標(biāo),本文提出了對完善我國高速公路監(jiān)管機(jī)制的合理化建議。認(rèn)為我國高速公路監(jiān)管改革中首先應(yīng)加快政企分離的改革速度,其次應(yīng)健全監(jiān)管立法,使高速公路的監(jiān)管有法可依。再次應(yīng)以市場化為導(dǎo)向,引入激勵性監(jiān)管機(jī)制。
[Abstract]:Highway is one of the infrastructure that affects people's survival and development, and the lack of road life will be slow and closed. As the product of highway development to a certain stage, expressway has become a symbol to measure the degree of modernization of a country. With the continuous progress of highway construction, China has become a country second only to the United States, with nearly 60300 kilometers of highways. However, with the continuous development of economy, the expressway in our country has gradually reflected some problems, such as high toll standard, poor service quality and so on. The deep-seated reason, the author thinks is the reason why the supervision is not in place. In order to make the expressway industry achieve the dual goal of rationalizing the allocation of resources and maximizing social welfare, it is necessary for the government to supervise the expressway industry. It is of great practical significance to study the effective supervision mechanism of expressway industry and turn the reasonable supervision mechanism into a formal institutional arrangement, so that the legalization and standardization of the supervision system is of practical significance. Based on the general theory of highway supervision, this paper makes a detailed analysis of the general theoretical supervision of expressway market access supervision, price supervision, service quality supervision and so on. The present situation of highway supervision in China is reviewed, and according to the advanced experience of western developed countries and the goal of highway supervision reform in China, this paper puts forward some reasonable suggestions for perfecting the supervision mechanism of expressway in China. It is considered that in the supervision reform of expressway in our country, we should first speed up the reform speed of separating government from enterprise, and secondly, we should perfect the supervision legislation so that the supervision of expressway can be regulated according to the law. Thirdly, we should take marketization as the guide and introduce incentive supervision mechanism.
