【摘要】：清末民初正是中國(guó)近代化的過(guò)程，是中國(guó)第一次全面開(kāi)放、逐漸融入西方主導(dǎo)的資本主義市場(chǎng)體系的過(guò)程，與當(dāng)今席卷全世界的經(jīng)濟(jì)全球化過(guò)程有著某種程度上相似性。比如：中國(guó)近代化的過(guò)程是一個(gè)外部輸入型的、突變型的革命的過(guò)程，導(dǎo)致清末民初城市規(guī)劃建設(shè)管理的方式制度的轉(zhuǎn)變以及相應(yīng)的管理機(jī)構(gòu)變遷，采用了一種自上而下的方式。相對(duì)于我國(guó)傳統(tǒng)的工官體系和工部等管理機(jī)構(gòu)是在皇權(quán)體制下的產(chǎn)物，清末民初的城市規(guī)劃建設(shè)管理機(jī)構(gòu)的變遷是逐漸適應(yīng)市場(chǎng)經(jīng)濟(jì)發(fā)展需要的過(guò)程。就管理職能方面來(lái)看，雖然宋代、清代的工部都頒布了《營(yíng)造法式》、《工程做法則例》這樣的官方管理文書(shū)，但是據(jù)其職能更多是具體的國(guó)家工程的直接管理。但是民國(guó)以后的內(nèi)務(wù)部主要頒布的《建筑法》等傾向于法規(guī)和工程標(biāo)準(zhǔn)、職業(yè)標(biāo)準(zhǔn)的制定，以及對(duì)于整個(gè)建筑行業(yè)的管理。因此，，對(duì)于清末民初城市規(guī)劃建設(shè)管理機(jī)構(gòu)變遷的研究，對(duì)于研究當(dāng)今城市規(guī)劃建設(shè)管理機(jī)構(gòu)的職能與制度建設(shè)具有一定的借鑒意義。
[Abstract]:The end of the Qing Dynasty and the beginning of the Republic of China were the process of modernization of China, which was the first time that China was fully open and gradually integrated into the capitalist market system dominated by the West. It was similar to the process of economic globalization sweeping the whole world to some extent. For example, the process of modernization in China is a revolutionary process of external input and mutation, which led to the transformation of the mode and system of urban planning and construction management in the late Qing Dynasty and the beginning of the Republic of China, as well as the corresponding changes in management institutions. A top-down approach has been adopted. Compared with the traditional management institutions such as the official system and the Ministry of Industry in China, the changes of the urban planning and construction management institutions in the late Qing Dynasty and the early Republic of China were gradually adapted to the needs of the development of the market economy. In terms of management functions, although the Ministry of Industry of the Song Dynasty and the Qing Dynasty all promulgated official management documents such as "Building French style" and "Code of practice of Engineering", according to its functions, it is more the direct management of specific national projects. But after the Republic of China, the Ministry of Internal Affairs mainly promulgated the "Building Law", etc., which tended to the regulations and engineering standards, the establishment of professional standards, as well as the management of the whole construction industry. Therefore, the study on the changes of urban planning and construction management institutions in the late Qing Dynasty and the early Republic of China has a certain reference significance for the study of the functions and system construction of urban planning and construction management institutions.
