【摘要】：金融制裁從一定意義上講屬于最為嚴(yán)厲的經(jīng)濟制裁形態(tài),美國的金融制裁制度具有非常濃重的單邊主義色彩,是其捍衛(wèi)國家核心利益、在全球推行其外交政策的重要工具。為保護我國境外巨額資產(chǎn)的安全,國家外交、國防、金融、商務(wù)等領(lǐng)域主管機關(guān)應(yīng)當(dāng)建立必要的危機預(yù)警機制,把境外的資產(chǎn)保全作為處置危機的重要步驟和考慮因素之一。同時,金融監(jiān)管機關(guān)須加強對金融制裁的研究與合規(guī)指導(dǎo)。
[Abstract]:Financial sanctions belong to the most severe form of economic sanctions in a certain sense. The financial sanctions system of the United States has a very strong unilateralism and is an important tool for it to defend the core interests of the country and to carry out its foreign policy in the world. In order to protect the security of the huge assets outside China, the competent authorities in the fields of national diplomacy, national defense, finance, commerce and other fields should establish the necessary crisis warning mechanism, and take the preservation of overseas assets as an important step and one of the factors to be considered in dealing with the crisis. At the same time, financial regulators need to strengthen financial sanctions research and compliance guidance.
