【摘要】： 社會福利和保障制度被稱為社會成員的經(jīng)濟“安全網(wǎng)”和社會的“減震器”,所以,無論對個人,家庭,還是社會而言,它都有非常重大的意義。而社會救助是直接面對生活最困難人群的,即所謂“上無片瓦,下無立錐之地”的人,所以在很多國家都制定了最低支付標(biāo)準線�？梢韵胂�,社會救助對那些無依無靠的流浪者和乞丐而言會有什么樣的意義。在所有國家,社會救助都是面向弱勢群體的,有針對性地解決他們最基本生活問題的,而當(dāng)這些貧苦人口的基本生活能夠得到保證時,就不會產(chǎn)生很大的不滿和怨恨,這有利于社會的每個角落。同時,社會救助雖然屬于社會收入的再分配,但它不會明顯改變現(xiàn)有的收入分配格局,不會給人以“劫富濟貧”的印象。那么在實施社會救助制度時,便不會引起其他社會成員的不滿和排斥。 有些國家認為,這種社會救助的受益者被打上了與眾不同的烙印,所以是種恥辱。為了避免給接收社會救助的窮人帶來恥辱感,這些國家就實行了普及性的福利計劃。這種社會福利計劃平等地針對全體國民。顯然,我國政府沒有注意到這一點,恰恰相反,我們的政府廣泛的使用“救助”這個詞,完全是為了顯示政府的慷慨與關(guān)愛,至于可能給接受救助的人帶來恥辱感,是完全被忽視的。政府的社會福利政策分別滲透在社會保險,社會救助,社會補貼等多項計劃中,很難劃清它們之間的界線,所以在討論社會福利的過程中,我們將集中地討論社會救助計劃,因為它最集中地反映了政府的作用。所以,國家有責(zé)任對社會財富進行再分配,這不單是為了彌補市場經(jīng)濟的缺陷,也是政府應(yīng)當(dāng)拿出勇氣,以肩負更多的責(zé)任,適應(yīng)人民對它不斷提升的要求,畢竟人們的期待總是不斷改變的。擴大原有的社會福利是社會發(fā)展的必然。 文章對社會救助問題的研究主要包括以下幾個層面的內(nèi)容：一、社會救助定義及其對象,二、社會救助的道德價值與道德原則,三、社會救助的責(zé)任主體及其道德責(zé)任,四、救助機構(gòu)及其人員的道德責(zé)任,五、我國救助事業(yè)的展望
[Abstract]:Social welfare and security system is called the economic "safety net" of social members and the "shock absorber" of society, so it is of great significance to individuals, families and society. Social assistance is directly facing the most difficult people, that is, the so-called "no tile, no place to go", so in many countries have set the minimum payment standard line. Imagine what social assistance would mean to helpless vagrants and beggars. In all countries, social assistance is targeted at vulnerable groups and addresses their most basic livelihood problems, and when the basic livelihood of these poor people can be guaranteed, there is no great sense of discontent and resentment, This benefits every corner of society. At the same time, although social assistance belongs to the redistribution of social income, it will not obviously change the existing pattern of income distribution and will not give people the impression of "robbing the rich and helping the poor". Then in the implementation of the social assistance system, it will not cause other members of the dissatisfaction and exclusion. Some countries consider the beneficiaries of such social assistance to be stigmatized as distinctive. To avoid stigmatizing the poor who receive social assistance, these countries have introduced universal welfare programs. This social welfare scheme is equally targeted at all citizens. Obviously, my Government is not aware of this. On the contrary, our Government has used the word "rescue" extensively to show the generosity and care of the Government and to bring shame to those who may receive it. Is completely ignored. The social welfare policies of the government permeate social insurance, social assistance, social subsidies and many other programs respectively. It is very difficult to draw a line between them. Therefore, in the process of discussing social welfare, we will focus on social assistance plans. Because it reflects the role of government most. Therefore, it is the responsibility of the State to redistribute social wealth, not only in order to make up for the shortcomings of the market economy, but also because the government should have the courage to shoulder more responsibilities and adapt to the people's ever-increasing demands on it. After all, expectations are always changing. Expanding the original social welfare is the necessity of social development. The article mainly includes the following aspects: first, the definition and object of social assistance; second, the moral value and moral principle of social assistance; third, the subject of social assistance and its moral responsibility; The moral responsibility of the Rescue Organization and its personnel, Fifth, the Prospect of the Rescue cause of our country
