【摘要】：正黨的十八大報(bào)告明確指出"法治是治國理政的基本方式",并強(qiáng)調(diào)"提高領(lǐng)導(dǎo)干部運(yùn)用法治思維和法治方式深化改革、推動(dòng)發(fā)展、化解矛盾、維護(hù)穩(wěn)定能力"。法治思維的形成,可能遭遇外部體制機(jī)制的阻礙與"固化"利益集團(tuán)的抵制,這些阻礙可以通過不斷推動(dòng)政治、經(jīng)濟(jì)體制的改革而逐步得以消減;也可能遭遇干部內(nèi)心對法治不認(rèn)可的阻礙,譬如一些干部依然眷戀人治模式的好處,存在"嚴(yán)格遵守法律無法開展工作"、"法治會(huì)阻礙經(jīng)濟(jì)發(fā)展"等看法,這就需要認(rèn)真分析法治的真正內(nèi)涵,澄清對法治認(rèn)識(shí)的誤區(qū),
[Abstract]:The report of the 18th CPC National Congress clearly pointed out that "the rule of law is the basic way of governing the country and managing government," and stressed that "improving the leading cadres' ability to deepen reform, promote development, resolve contradictions, and maintain stability through the use of the rule of law thinking and the rule of law." The formation of the thinking of the rule of law may encounter the obstruction of the external system mechanism and the resistance of the "solidified" interest groups, which can be gradually reduced by constantly promoting the reform of the political and economic system; They may also encounter internal obstacles to the recognition of the rule of law by cadres.
