【摘要】：正隨著我國法治進程的不斷推進,黨和國家對法治思維特別是領導干部的法治思維有了越來越明確的要求。2010年10月,國務院印發(fā)了《關于加強法治政府建設的意見》,首次提出行政機關工作人員特別是領導干部要"切實提高運用法治思維和法律手段解決經濟社會發(fā)展中突出矛盾和問題的能力"的要求。2012年11月,黨的十八大報告進一步強調,要提高領導干部運用法治思維和法治方式深化改革、推動發(fā)展、化解矛盾、維護穩(wěn)定的能力。這是對領導干部貫徹落實依法治國基本方略的新要求和新期待。
[Abstract]:With the advancement of the process of rule of law in our country, the Party and the state have more and more clear requirements for the rule of law thinking, especially for the leading cadres. The State Council issued the "opinions on strengthening the Construction of a Government governed by Law", and for the first time proposed that the staff of administrative organs, especially leading cadres, should "conscientiously raise and apply the thinking of the rule of law and legal means to solve outstanding contradictions in economic and social development." And the issue of capacity "... in November 2012, The report of the 18th CPC National Congress further stressed the need to improve the ability of leading cadres to use the rule of law thinking and methods to deepen reform, promote development, resolve contradictions, and maintain stability. This is a new requirement and expectation for leading cadres to implement the basic strategy of governing the country according to law.
