【摘要】：伯克制度是清朝政府統(tǒng)一回疆前該地區(qū)舊有的行政制度,自清朝政府對(duì)回疆實(shí)施統(tǒng)治之后,便對(duì)該項(xiàng)制度進(jìn)行改革,將其納入清朝地方職官體系,并在當(dāng)?shù)卮_立了駐扎大臣與伯克相結(jié)合的管理模式�；亟鞯氐鸟v扎大臣一般不對(duì)當(dāng)?shù)孛癖娺M(jìn)行直接管理,而是通過(guò)伯克施行對(duì)民政事務(wù)的間接控制。伯克通常在本地駐扎大臣的監(jiān)管下行使其職責(zé),成為清朝政府與回疆民間社會(huì)之間互動(dòng)的中介。因此,清朝政府十分重視通過(guò)法律的手段對(duì)伯克進(jìn)行管理,以明確伯克權(quán)責(zé)、規(guī)范伯克行為、打擊伯克犯罪。這種懲防并舉的做法對(duì)清朝政府在回疆建立穩(wěn)固、有效的統(tǒng)治起到了重要作用。
[Abstract]:The Burke system was an old administrative system in the region before the Qing government unified its return to Xinjiang. Since the Qing government ruled back to Xinjiang, the system had been reformed and incorporated into the local official system of the Qing Dynasty. And established a management model of the combination of the Minister of residence and Burke in the locality. Generally speaking, the resident ministers returning to various parts of Xinjiang did not directly manage the local people. It is through Burke that indirect control of civil affairs is exercised. Burke usually exercises his duties under the supervision of the local minister and acts as an intermediary between the Qing government and civil society returning to Xinjiang. The Qing government attached great importance to the administration of Burke by means of law in order to clarify Burke's rights and responsibilities, standardize Burke's behavior, and crack down on Burke's crimes. Effective rule played an important role.
