【摘要】：知識(shí)產(chǎn)權(quán)質(zhì)押融資相較于傳統(tǒng)的動(dòng)產(chǎn)或不動(dòng)產(chǎn)融資來(lái)講,是一種專業(yè)性強(qiáng)、技術(shù)含量高的新型融資工具。隨著經(jīng)濟(jì)的發(fā)展和創(chuàng)新認(rèn)知的提高,知識(shí)產(chǎn)權(quán)對(duì)一個(gè)國(guó)家經(jīng)濟(jì)發(fā)展推動(dòng)的作用越來(lái)越明顯,因此各國(guó)開始重視對(duì)知識(shí)產(chǎn)權(quán)的保護(hù)和激勵(lì)。知識(shí)產(chǎn)權(quán)質(zhì)押融資是資金缺乏的中小科技型企業(yè)的有力融資途徑。日本尤其重視對(duì)知識(shí)產(chǎn)權(quán)的保護(hù)和引導(dǎo),甚至推行“國(guó)家知識(shí)產(chǎn)權(quán)”方針,知識(shí)產(chǎn)權(quán)質(zhì)押貸款為日本的科技創(chuàng)新提供了大量的資金支持,是日本中小企業(yè)解決融資難題的有效渠道。 中日兩國(guó)的知識(shí)產(chǎn)權(quán)融資的發(fā)展程度不同,本文通過(guò)闡述中日兩國(guó)在知識(shí)產(chǎn)權(quán)質(zhì)押融資的現(xiàn)狀差異,并分析導(dǎo)致該差異存在的原因,即兩國(guó)的知識(shí)產(chǎn)權(quán)質(zhì)押融資的制度的完善程度不同,尤其是知識(shí)產(chǎn)權(quán)評(píng)估體系、信用擔(dān)保體系和質(zhì)押融資模式的不同,我國(guó)應(yīng)把日本知識(shí)產(chǎn)權(quán)融資的政策和實(shí)踐作為參考的借鑒,加強(qiáng)我國(guó)知識(shí)產(chǎn)權(quán)質(zhì)押融資制度的建設(shè),為中小企業(yè)的發(fā)展提供良好的融資環(huán)境。
[Abstract]:Compared with traditional movable or immovable property financing, intellectual property pledge financing is a new type of financing tool, which is highly specialized and high in technology. With the development of economy and the improvement of innovation cognition, The role of intellectual property rights in promoting a country's economic development is becoming more and more obvious. Therefore, countries begin to attach importance to the protection and encouragement of intellectual property rights. Intellectual property pledge financing is a powerful way for small and medium-sized sci-tech enterprises with lack of funds. Japan attaches particular importance to the protection and guidance of intellectual property rights. Even carrying out the policy of "national intellectual property", intellectual property pledge loan provides a large amount of financial support for Japanese scientific and technological innovation, which is an effective channel for small and medium-sized enterprises in Japan to solve financing problems. The degree of development of intellectual property financing between China and Japan is different. This paper expounds the present situation difference of intellectual property mortgage financing between China and Japan, and analyzes the reasons leading to the difference. That is, the degree of perfection of the intellectual property pledge financing system in the two countries is different, especially the different intellectual property evaluation system, credit guarantee system and pledge financing mode. Our country should take the policy and practice of Japanese intellectual property financing as reference, strengthen the construction of intellectual property mortgage financing system in our country, and provide a good financing environment for the development of small and medium-sized enterprises.
