【摘要】：當(dāng)前經(jīng)濟(jì)運(yùn)行中存在一些不平衡、不協(xié)調(diào)、不可持續(xù)問題,從深層次講,多與治理體系和治理能力不適應(yīng)有關(guān),與經(jīng)濟(jì)社會(huì)發(fā)展沒有完全走上法治化軌道有關(guān)。全面推進(jìn)依法治國(guó),既是全面建成小康社會(huì)的重要內(nèi)容,又是推動(dòng)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展的制度動(dòng)力和根本保障。全面深化改革離不開依法治國(guó),保持我國(guó)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展,也需要法律的引領(lǐng)、規(guī)范和保障。要正視我國(guó)發(fā)展中面臨的機(jī)遇和挑戰(zhàn),正確認(rèn)識(shí)和處理發(fā)展與法治的關(guān)系,破除妨礙經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展的誤區(qū)和做法,更多運(yùn)用法治思維和法治方式來推動(dòng)發(fā)展,發(fā)揮立法在保障經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展中的重要作用,使立法與發(fā)展決策相銜接,并通過法律實(shí)施保障經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展。
[Abstract]:There are some unbalanced, uncoordinated and unsustainable problems in the current economic operation. From a deep level, most of them have something to do with the inadaptability of the governance system and the ability to govern. It is related to the fact that economic and social development has not completely embarked on the track of ruling by law. To comprehensively promote the rule of law is an important part of building a well-off society in an all-round way. It is also the institutional power and fundamental guarantee to promote the sustained and healthy development of the economy and society. The comprehensive deepening of the reform is inseparable from governing the country according to law and maintaining the sustained and healthy economic and social development of our country, and it also needs the guidance of the law. We should face squarely the opportunities and challenges facing our country's development, correctly understand and handle the relationship between development and the rule of law, and break down the misunderstandings and practices that hinder the sustained and healthy development of our economy and society. More use of the rule of law thinking and the rule of law to promote development, play an important role in ensuring sustainable and healthy economic and social development, so that legislation and development decisions, and through the implementation of the law to ensure sustainable and healthy economic and social development.
