【摘要】： 本文選取了一個(gè)地方政府破產(chǎn)的典型案例,即北海道夕張市地方政府破產(chǎn)作為個(gè)案。以實(shí)證分析的方法,研究政府破產(chǎn)與財(cái)政重建問(wèn)題。詳細(xì)介紹了夕張市的城市概況,探討了夕張市的破產(chǎn)的原因,財(cái)政重建的措施等問(wèn)題。并從中得出對(duì)我國(guó)的啟示。 全文共分五個(gè)部分: 第一部分,對(duì)政府破產(chǎn)與財(cái)政重建的理論與實(shí)踐的綜述,闡釋了政府破產(chǎn)的定義。指出了政府破產(chǎn)職能不破產(chǎn)的要點(diǎn),并對(duì)政府破產(chǎn)的影響加以具體的說(shuō)明。說(shuō)明了財(cái)政重建的定義,介紹了日本與財(cái)政重建及財(cái)政重建團(tuán)體關(guān)系密切的地方財(cái)政重建特別措施法。 第二部分,對(duì)北海道夕張市的案例分析研究,介紹了夕張市概況、政府架構(gòu)、財(cái)政制度等背景知識(shí)。 第三部分,對(duì)夕張市政府破產(chǎn)的過(guò)程和原因進(jìn)行了闡釋。 第四部分,對(duì)夕張市財(cái)政重建的分析,主要概述了夕張市政府財(cái)政重建的具體舉措,描述了減少政府收入、控制政府支出引起的公共服務(wù)縮減的問(wèn)題,以及中央政府和地方政府的援助以及民間的支持情況。 第五部分,重點(diǎn)闡述對(duì)中國(guó)的啟示。結(jié)合夕張市的案例總結(jié)出一些對(duì)中國(guó)的啟示。
[Abstract]:This paper selects a typical case of local government bankruptcy, that is, Hokkaido Xizhang City bankruptcy, as a case. By using the method of empirical analysis, the paper studies the problems of government bankruptcy and financial reconstruction, and introduces the urban situation of Xizhang City in detail. This paper probes into the causes of bankruptcy and the measures of fiscal reconstruction in Xianzhang City, and draws some enlightenment to our country. The full text is divided into five parts:. In the first part, the author summarizes the theory and practice of government bankruptcy and financial reconstruction, explains the definition of government bankruptcy, and points out the key points of government bankruptcy function. The definition of fiscal reconstruction and the special measures law of local fiscal reconstruction which are closely related with fiscal reconstruction and fiscal reconstruction groups in Japan are introduced. The second part, the case study of Xizhang City in Hokkaido, introduces the background knowledge of Xizhang City, such as government structure, financial system and so on. The third part explains the process and causes of the bankruptcy of Xianzhang Municipal Government. In the 4th part, the author analyzes the fiscal reconstruction of Xizhang city, mainly summarizes the concrete measures of fiscal reconstruction, describes the problems of reducing government revenue and controlling the reduction of public services caused by government expenditure. As well as the central and local government assistance and private support. Part 5th, focusing on the enlightenment to China. Combined with the case of Xi Zhang City to sum up some enlightenment to China.
