【摘要】： 本文以美國(guó)國(guó)會(huì)能源立法為重點(diǎn),將定性分析方法和定量分析方法相結(jié)合,考察了政黨對(duì)美國(guó)能源立法的影響,得出了兩個(gè)主要結(jié)論:首先,美國(guó)國(guó)會(huì)能源立法的主題是在不斷變化的,黨派因素對(duì)美國(guó)國(guó)會(huì)能源立法的影響是日漸加大的。其次,美國(guó)國(guó)會(huì)能源立法的“活躍地帶”在“眾議院—眾議院能源相關(guān)委員會(huì)—關(guān)鍵議員”一線,這一“活躍地帶”存在明顯的黨派分歧。本文的創(chuàng)新之處有三:第一,筆者為寫作本文所構(gòu)建的《美國(guó)國(guó)會(huì)能源立法數(shù)據(jù)庫(kù)》是美國(guó)國(guó)會(huì)能源立法研究的新材料;第二,本文所采用的量化分析方法是美國(guó)國(guó)會(huì)研究方法論上的一次創(chuàng)新和嘗試;第三,本文所提出的一些觀點(diǎn),如“民主黨在能源立法領(lǐng)域更有建樹(shù),而共和黨在能源立法問(wèn)題上更加主動(dòng)”、“眾議院能源與貿(mào)易委員會(huì)黨派意識(shí)明顯但不極端”等。
[Abstract]:This paper, focusing on the energy legislation of the United States Congress, combines the qualitative analysis method with the quantitative analysis method, examines the influence of the political parties on the American energy legislation, and draws two main conclusions: first of all, The theme of the energy legislation of the United States Congress is constantly changing, and the influence of partisan factors on the energy legislation of the United States Congress is increasing. Secondly, The "active zone" of energy legislation in the United States Congress is on the front line of "House-House Energy related Committee-key members." there are obvious partisan differences in this "active zone." there are three innovations in this article: first, The Energy legislation Database of the United States Congress, which the author constructed for the purpose of writing this paper, is a new material for the research of the energy legislation of the United States Congress, secondly, the quantitative analysis method used in this paper is an innovation and an attempt in the methodology of congressional research in the United States. Third, some viewpoints put forward in this paper, such as "the Democratic Party is more successful in the field of energy legislation, while the Republican Party is more active on the issue of energy legislation", "the House Committee on Energy and Trade has a clear but not extreme sense of partisanship" and so on.
