【摘要】：非法干擾民用航空安全行為,是指由行為人故意實施的,違反國家航空安保法律規(guī)范,危及航空運輸安全或運營秩序等行為的統(tǒng)稱。當(dāng)前,我國非法干擾民用航空行為形勢嚴(yán)峻,主要表現(xiàn)在事件數(shù)量逐年增加、上升勢頭快、覆蓋地區(qū)面廣、發(fā)案類型多幾個方面;同時,在發(fā)案數(shù)量、地域、性質(zhì)、行為方式、原因、主體、處置方面具有明顯特點,呈現(xiàn)一定的發(fā)生規(guī)律和趨勢。對此,應(yīng)當(dāng)有針對性地制定預(yù)防和打擊對策,以切實維護航空安全,保障國家穩(wěn)定和社會安全。
[Abstract]:Illegal interference with civil aviation safety is a general term for acts committed intentionally by the perpetrator, violating the national aviation security laws and regulations, endangering the safety of air transportation or operational order, and so on. The situation of illegal interference with civil aviation in our country is severe, mainly in the following aspects: the number of incidents is increasing year by year, the increasing momentum is fast, the area is wide, and the types of crime are many; At the same time, in the number, region, nature, behavior mode, cause, subject, disposal of the case has obvious characteristics, showing a certain law and trend. In order to effectively maintain aviation safety, to ensure national stability and social security.
