【摘要】：公共環(huán)境秩序整治是城市管理的重點(diǎn)和難點(diǎn),其問題的產(chǎn)生皆與人的行為有關(guān)。與當(dāng)前數(shù)字化城市管理運(yùn)行監(jiān)督的主體是部件、事件等"靜物"相比,實(shí)現(xiàn)城市公共環(huán)境秩序運(yùn)行管理監(jiān)督的最大難點(diǎn)在于人的流動(dòng)性以及執(zhí)行過程中的治標(biāo)不治本。本文結(jié)合對(duì)北京數(shù)字化城市管理現(xiàn)狀的調(diào)研,通過揭示城市"硬件"管理與人口"軟件"管理分治對(duì)公共環(huán)境秩序管理產(chǎn)生的不利影響,本著源頭治理的思路,探討以數(shù)字化人口管理監(jiān)督平臺(tái)作為城市公共環(huán)境秩序運(yùn)行管理的載體,實(shí)現(xiàn)城市公共環(huán)境秩序管理與人口社會(huì)化管理對(duì)接的可能性、面臨的制度約束及其改革的框架思路。
[Abstract]:The improvement of public environmental order is the key and difficult point of urban management, and its problems are related to human behavior. Compared with the current digital urban management and supervision, the main body of digital urban management supervision is components, events and other "still life". The biggest difficulty in realizing the operation and supervision of urban public environmental order lies in the mobility of human beings and the treatment of symptoms and symptoms in the process of implementation. Based on the investigation of the present situation of digital urban management in Beijing, this paper reveals the adverse effects of urban "hardware" management and population "software" management on public environmental order management, and probes into the possibility of realizing the docking between urban public environmental order management and population socialized management by using digital population management supervision platform as the carrier of urban public environmental order operation and management. The institutional constraints and the framework of its reform.
