【摘要】： 公安經(jīng)費保障是警務(wù)保障的重要組成部分,是公安機關(guān)履行職責、維護政治穩(wěn)定和社會穩(wěn)定的重要基礎(chǔ)條件,是提高公安工作整體水平、確保公安戰(zhàn)斗力發(fā)揮、推動公安事業(yè)不斷發(fā)展的重要物質(zhì)保障。廣州市作為中國改革開放的南大門,在經(jīng)濟飛速發(fā)展的同時,也面臨著日趨嚴峻的治安壓力。近幾年,廣州公安工作根據(jù)社會治安形勢的需要,無論從公安業(yè)務(wù)規(guī)模還是公安的基本建設(shè)方面都有了很大的調(diào)整和提高,在這種形勢下,更加需要健全而有效的經(jīng)費保障機制確保各項公安經(jīng)費的及時足額到位。 本文主要采用規(guī)范研究方法,借鑒西方一些國家的警察經(jīng)費保障機制的經(jīng)驗,以現(xiàn)代財政預算管理為主線,結(jié)合廣州市社會經(jīng)濟的實際情況和廣州公安機關(guān)的工作任務(wù)性質(zhì)和要求,系統(tǒng)探討廣州市公安經(jīng)費保障機制的現(xiàn)狀及存在問題。文章首先介紹了公安經(jīng)費保障機制的內(nèi)容和重要性,接著從廣州市公安經(jīng)費分級保障、管理的經(jīng)費保障體制現(xiàn)狀入手,詳細剖析了廣州市現(xiàn)行公安經(jīng)費保障機制中存在的主要問題。最后,結(jié)合廣州市的實際情況和公安的工作性質(zhì)提出完善廣州市公安經(jīng)費保障機制的新思路,具有較強的針對性和實用價值。一是加快公安經(jīng)費保障立法,二是建立公安經(jīng)費保障標準,三是有效選擇公安經(jīng)費保障模式,四是完善公安經(jīng)費管理機制,五是規(guī)范公安經(jīng)費專項補助機制,六是健全公安經(jīng)費應(yīng)急備用機制,七是改善公安經(jīng)費效益評價機制,八是強化公安經(jīng)費制約機制。
[Abstract]:The guarantee of public security funds is an important part of police security, an important basic condition for public security organs to perform their duties and maintain political and social stability, and is to improve the overall level of public security work and ensure the full play of public security combat effectiveness. An important material guarantee to promote the continuous development of public security. Guangzhou, as the southern gate of China's reform and opening up, is facing increasingly severe public security pressure with the rapid development of economy. In recent years, according to the needs of the public security situation, the public security work in Guangzhou has been greatly adjusted and improved in terms of the scale of public security business and the basic construction of public security. Under this situation, It is more necessary to have a sound and effective funding guarantee mechanism to ensure that all kinds of public security funds are in place in time and in full. This paper mainly adopts the standardized research method, draws lessons from the experience of the police fund guarantee mechanism in some western countries, and takes the modern financial budget management as the main line. Combined with the actual social and economic situation of Guangzhou and the nature and requirements of the work tasks of Guangzhou public security organs, this paper systematically probes into the present situation and existing problems of the guarantee mechanism of public security funds in Guangzhou. This paper first introduces the content and importance of the security mechanism of public security funds, and then starts with the present situation of the security system of public security funds in Guangzhou. This paper analyzes in detail the main problems existing in the current security mechanism of public security funds in Guangzhou. Finally, combined with the actual situation of Guangzhou and the nature of public security work, this paper puts forward a new idea of perfecting the guarantee mechanism of public security funds in Guangzhou, which has strong pertinence and practical value. One is to speed up the legislation of public security funds guarantee, the other is to establish the standard of public security funds guarantee, the third is to effectively choose the mode of public security funds guarantee, the fourth is to perfect the management mechanism of public security funds, and the fifth is to standardize the special subsidy mechanism of public security funds. The sixth is to improve the emergency standby mechanism of public security funds, the seventh is to improve the evaluation mechanism of public security funds, and the eighth is to strengthen the restriction mechanism of public security funds.
